JOB PURPOSE

To contribute to the development of efficient and effective IT solutions, creating sound, innovative solutions that enable staff to deliver food assistance to beneficiaries, in line with WFP’s strategy.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

1. Contribute to the development of plans and budgets, and manage the deployment of IT/TC systems aligned with business needs, in accordance with WFP corporate standards.
2. Monitor and maintain IT/TC systems and networks, ensuring appropriate data security and access controls considering both local and wide area network issues; and supporting users to get maximum benefits from them.
3. Contribute to technical specifications and tender documents that support the procurement of IT/TC equipment, IT products, solutions, systems and services at minimum cost, in line with WFP rules and regulations.
4. Collate and analyse data to contribute to the preparation of accurate reports on IT/TC activities, investments and costs, identifying ideas to increase cost-efficiencies where possible.
5. Maintain and develop technical expertise and understanding of industry developments.
6. Provide advice to managers and users, understanding and resolving issues, and ensuring IT policies, procedures, systems and tools are correctly applied to support them.
7. Guide and supervise more junior staff, design appropriate training programs, acting as a point of referral and supporting them with more complex analysis and queries.
8. Interact effectively with internal and external colleagues and user groups, establishing and maintaining close partnerships with business counterparts, to understand their needs and provide appropriate technical solutions and support.
9. Follow standard emergency preparedness and contingency planning practices including preparation of operational plans to ensure WFP is able to maintain basic IT services and/or quickly respond and deploy resources to affected areas at the onset of a crisis.
10. Capture, analyze and document (i.e. through diagrams, flowcharts, data models, user experience designs, storyboards) business requirements for IT solutions and services following WFP policies, standards and strategies.

11. Communicate business requirements to business counterparts, for a shared understanding of the requirements and effective implementation of strategies/plans. Test and analyze IT solutions and document the match against business requirements for quality and accuracy.
12. Manage alignment of IT service levels with SLAs for solutions or services focused on the business needs. Conduct survey on business satisfaction with IT solutions and services.
13. Manage estimates, business cases, planning, risk identification, problem, and issue management to ensure the effective delivery of IT solutions while working in close collaboration with Regional office and HQs, adhering to processes, procedures and templates for the Business Relationship Management, Business Analysis and IT Project Management functions to ensure compliance and consistency.
14. Develop and deploy IT systems aligned with business needs ensuring compliance with WFP IT policies and procedures and overall information management strategy.
15. Write detailed technical specifications for developed applications ensuring traceability back to source requirements. Develop and maintain technical documentation for quality, accuracy and comprehensive coverage of functionality.
16. Install, configure and customize IT systems, integrate and migrate data between systems including corporate tools like SCOPE, CFM (Sugar CRM) ensuring compliance with WFP’s IT standards, guidelines and procedures.
17. Perform any other tasks or take up additional responsibilities as and when required and advised by the supervisor.

EDUCATION & EXPERIENCE

Education:

Advanced University degree in IT, Computer Science, Software Development or relevant field., or First University degree with additional years of related work experience or trainings/courses in IT, Computer Science, Software Development or related functional area is desirable.

Experience:

3 years of Professional / Managerial experience in Information Management and System Development preferably with International Organization, Government or UN system.
• Has assisted in the design and development of systems and applications needed to fulfil business requirements.
• Has utilized specialized knowledge to resolve issues arising during IT support.

• Has contributed to IT projects by providing analysis of business requirements.

Language:

Fluency in both oral and written communication in English and Urdu.
