BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Multiple UN agencies and NGOs in Afghanistan maintain their own identity management systems – each containing beneficiary records collected for different programmatic purposes. The absence of shared or interoperable mechanisms for consolidating, cleaning, and de-duplicating these datasets limits the ability of agencies to coordinate assistance, reduce duplication, and improve targeting efficiency for maximized outcomes.
As the Afghanistan response moves towards investments in building social protection systems, and in the context of funding constraints, the need for a system that brings identity data together for improved food security and nutrition outcomes is critical.
To address this gap, WFP is leading the development of a Unified Database – a multi-agency data repository that will:
•    Consolidate identity and historical assistance data received from participating UN agencies
•    Clean and deduplicate records using both biographical and biometric methods
•    Generate unique identifiers for each cleaned identity
•    Enable agencies to filter and extract records based on their own programmatic targeting criteria.
WFP Afghanistan is seeking an experienced business analyst to review business processes, capabilities, and requirements and feed into the development of the Unified Database.

KEY ACCOUNTABILITIES AND RESPONSIBILITIES (not all-inclusive):

•    Design the business processes, key controls, and business requirements related to the development of the Unified Database
•    Perform detailed assessments and business process mapping to identify current gaps and needs
•    Collect and clear high-level business requirements and design of business processes related to the design and development of the Unified Database, which will inform software development
•    Engage with identified participating agencies to understand and map their data collection and management processes (including data fields, data quality checks, de-duplication checks, etc.)
•    Establish a clear data flow throughout the Unified Database model
•    Ensure the Unified Database design aligns with business requirements, while maintaining strict adherence to risk mitigation measures
•    Support the oversight of systems development and testing
•    Coordinate with relevant Global HQ teams (Supply Chain-IDM, TEC, Global Privacy Office, etc.) to ensure that the system meets corporate requirements
•    Manage feedback and new requests from stakeholders to agree on realistic deliverables and timelines
•    Develop IDM guidance, Standard Operating Procedures, and assurance controls to support the delivery of the Unified Database
