Your team

Within the Network Management Directorate and the Operational Safety, SQS & Integrated Risk Management Unit (SAF), the Regulatory Compliance Expert provides expertise and guidance in ensuring sustained compliance – safety and security - and operational excellence by contributing to the development of effective frameworks and policies. S/he will conduct comprehensive compliance monitoring, audits, provide training, analyse data to inform decision-making and maintain robust management system documentation. The role includes participating or leading projects and contributing to events.

Your role

Your role will be to:

  • Implement compliance monitoring activities, ensuring that the NMD framework and associated compliance matrices remain up to date and aligned with EU regulations and international civil aviation standards.
  • Contribute to the implementation of the NMD’s Integrated Management System by developing and maintaining internal standards and procedures compliant with the EU regulatory framework applicable to NMD.
  • Provide expert advice and contribute to the development, maintenance and continuous improvement of processes, procedures and policies, ensuring alignment with regulatory and organisational standards.
  • Contribute to the preparation and execution of audits (internal and suppliers) ensuring adherence to the NMD regulatory framework, identifying systemic deficiencies and highlighting areas for improvement.
  • Develop training and awareness materials and deliver sessions to enhance understanding and implementation of tools, processes, and compliance standards.
  • Gather, analyse, and interpret data to identify trends, assess risks, and provide actionable insights for decision-making.
  • Provide expertise to the CARMA project by facilitating the implementation of CARMA-ARM, validating the CARMA SP and CARMA CA versions, and participating in the CARMA Users Group and Change Control Board.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies:

  • Candidates must fulfil one of the following education and professional experience (in quality and safety management, and EU Regulations and international civil aviation standards in the ATM/ANS domain) requirements:
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • The following professional trainings and certificates would be considered an asset:

    • Safety Management Systems (SMS).
    • Quality Management Systems (QMS).
    • Single European Sky (SES) Regulations.
    • ICAO Standard and Recommended Practices (SARPs).
    • ISO certified Lead/Internal auditor (ISO 9001).
  • Experience in performing compliance monitoring and audits against EU Regulations in ATM/ANS or International aviation standards and other international standards.
  • Sound knowledge of EU Regulations in the ATM/ANS domain, in particular: CIR 2019/123, 2017/373, CIR 2023/203, and the Conformity Assessment Regulatory Framework.
  • Experience in the application of EU Regulations in ATM/ANS, ICAO SARPs and ISO Standards (in particular the ISO 9001).
  • Understanding of EASA Artificial Intelligence regulatory roadmap and EU AI Act would be an asset.
  • Experience in implementing management systems including developing and deploying processes, procedures and policies.
  • Knowledge and/or experience of the CARMA tool would be an asset.

    • Retain their current type of appointment duration.
    • Continue under their existing appointment duration, as appointment durations are not cumulative.
    • The duration of their appointment will therefore not restart upon selection to the new post, i.e. the remaining duration of their current determined appointment continues to apply.
    • Renewal(s): This appointment may be renewed several times, but its total duration, including all renewal periods, may not exceed nine (9) years.
    • Conversion: Conversion to an undetermined duration appointment is possible where all of the following cumulative conditions are met: the post is confirmed as being of a lasting nature; the staff member has completed at least five years of service; the staff member’s performance has been satisfactory; and the conversion is in the interests of the service. Conversion is therefore not automatic.

    • Retain their current type of appointment duration.
    At the end of the 5 Year period of the post for which they were selected:
    • If the assignment is extended, they will continue in the post in accordance with the applicable rules.
    • If the assignment is not extended and/or the duties are not confirmed as being of a lasting nature, they will be transferred to another post corresponding to their “previous” type of post, job level, and function group.
  • The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
  • The selected candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
