Your team

Within the Directorate Central Route Charges Office and Finance, the Financial Information Systems (FIS) Unit is responsible for planning and operating the information services as well as the underlying technology necessary for the mission of the Central Route Charges Office and other corporate financial activities.

Your role

Your role will be to:

  • Provide technical expertise and coordinate the design, implementation and evolution of the CRCO’s data warehouse architecture.
  • Coordinate the deployment of business intelligence solutions, including managing transition and cut-over activities for new releases, and contribute to projects in the relevant business domain by participating in activities, following up on progress, and supporting implementation.
  • Develop and maintain a multi-year roadmap for BI, analytics, and reporting capabilities, in line with business and technical needs.
  • Provide expertise on data modelling, ETL processes, and integration with internal and external systems.
  • Rationalise and optimise reporting tools and dashboards to improve efficiency and usability.
  • Analyse and document reporting requirements by reviewing business processes and information, and modelling specifications (e.g. reports, data warehouse, data models) to ensure their translation into effective IT solutions.
  • Identify opportunities to improve reporting processes and systems, and propose enhancements to increase operational efficiency and user productivity.
  • Implement reporting requests (Business intelligence tools configuration set-up, Datawarehouse, business reports, dashboards, and analytics).
  • Support and validate testing activities by developing test plans and procedures, implementing defect tracking and correction processes, and coordinating testing with the user community.
  • Follow-up on implementation and monitor the quality of outsourced developments, by validating reporting deliverables and technical documentation.
  • Contribute to the definition and maintenance of reporting standards, KPIs, definitions and metadata frameworks.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Candidates must fulfil one of the following requirements:
    • Completion of third level studies in a relevant field (Engineering, IT etc.), meeting European Qualifications Framework (EQF) Level 7 followed by at least 3 years of relevant professional experience.
    • Completion of third level studies in a relevant field (Engineering, IT etc.), meeting European Qualifications Framework (EQF) Level 6 followed by at least 4 years of relevant professional experience.
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Experience in user requirements, data, and process modelling (including KIMBALL and DATAVAULT).
  • Experience in reporting development lifecycle model and Datawarehouse implementation.
  • Experience in data analysis (SQL; BI tools).
  • Experience in Data Domain and Cloud implementations.
  • Experience in BI quality assurance (including reports testing and validation).
  • Experience in incident, change and problem management (ITIL).
  • Expertise in ITSM tools usage (Service Now and Jazz would be an asset.)
  • Experience working with external providers or third parties (internal or external).
  • Drafting skills in English.
  • Knowledge of Business Objects, WEBI, Power BI, Oracle databases, PL/SQL, ETL.
  • The following would be considered additional assets:
      • Knowledge of Rational Collaborative Application. Lifecycle Management, MS-Project, PowerShell, ODI.
      • Experience in maintaining user documentation.
      • Experience in providing user training and contribute to forums, including discussing technical issues with those with limited IT and systems knowledge.
      • Knowledge of DATABRICKS and/or PYTHON.
      • Knowledge of CRCO business intelligence landscape and processes.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become at least a basic user of French at level A1 before the end of the probation period. The levels relate to the Common European Framework of Reference for Languages (CEFR).

  • Conditions depending on current type of engagement
    Internal staff appointed for a determined period
    • Retain their current type of appointment duration.
    • Continue under their existing appointment duration, as appointment durations are not cumulative.
    • The duration of their appointment will therefore not restart upon selection to the new post, i.e. the remaining duration of their current determined appointment continues to apply.
    • Renewal(s): This appointment may be renewed several times, but its total duration, including all renewal periods, may not exceed nine (9) years.
    • Conversion: Conversion to an undetermined duration appointment is possible where all of the following cumulative conditions are met: the post is confirmed as being of a lasting nature; the staff member has completed at least five years of service; the staff member’s performance has been satisfactory; and the conversion is in the interests of the service. Conversion is therefore not automatic.
    Internal staff appointed for an undetermined period
    • Retain their current type of appointment duration.
    At the end of the 5 Year period of the post for which they were selected:
    • If the assignment is extended, they will continue in the post in accordance with the applicable rules.
    • If the assignment is not extended and/or the duties are not confirmed as being of a lasting nature, they will be transferred to another post corresponding to their “previous” type of post, job level, and function group.
  • The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
  • The selected candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
