Contract duration For initial appointments, the Court offers a two-year appointment with the possibility of extension (six months probationary period).

Organizational context

The General Services Section (GSS) organisationally belongs to the Division of Management Services in the Registry. The GSS consists of three units: the Facilities Management Unit (FMU), which is responsible for running the owner occupied premises at The Hague, the assessment, maintenance and adaptation of rental premises at field locations; the Procurement Unit (PU), which provides value for money goods and services required by all Organs of the Court; the Logistics, Travel and Transport Unit (LTTU), which provides distribution, supply chain services, fleet management, and shipping at HQ and field locations, local transportation, mail operations and archiving at HQ; the LTTU is responsible to provide all official travel of the ICC, related visa services, residency permits, privileges and immunities administration, and personal goods shipment for staff arrivals and departures. LTTU also supports country offices, performs receipt and inspection of all procured goods, manages vehicle fleet operations and insurance, and ensures the provision of office supplies and equipment. Through its Correspondence Processing Centre (CPC), it handles the distribution of official documents as well as courier, pouch, mail, and fax services for the Court.

Under the direct supervision of Head of the Logistics, Travel and Transport Unit (LTTU), the incumbent will perform the following duties:

Duties and Responsibilities

  • Plan, coordinate and supervise day-to-day logistics, freight, correspondence, supply and support service activities, ensuring cost-effective and timely service delivery to the Court.
  • Identify and estimate budget (equipment, service and logistics) requirements for freight, courier services, office supplies and other support services, raise requisitions for related procurement activities, and ensure that funds are used responsibly within the limit of allocations.
  • Assist in developing, documenting and maintaining standard operating procedures, workflows, operational standards and related administrative instructions to support safe and efficient logistics, supplies and property control operations.
  • Lead in defining scope of work for logistics- and supplies-related tenders, negotiating competitive contracts for services such as courier, freight, IT equipment disposal and shredding, etc.
  • Support the administration and performance monitoring of service contracts, vendors and insurance portfolio arrangements, and report accordingly to the supervisor.
  • Coordinate the tracking of assets and inventory, review and maintain logistics and warehouse equipment and their maintenance requirements, and implement plans for maintenance, replacement and capital investment in consultation with supervisor and coordination with relevant stakeholders.
  • Assist the supervisor supporting human resources functions, including training, capacity building of staff, adherence to regulatory framework in Logistics and orientation for new staff members, in addition to performance appraisals, interviewing and recommending candidates for recruitment, ensuring a motivated, client-friendly and service oriented team.

 

Essential Qualifications

Education:

Advanced university degree in business administration, logistics operations or supply chain management. A first level university degree in combination with two (2) additional years of qualifying experience is accepted in lieu of the advanced university degree.   

Experience:

  • A minimum of two (2) years of progressively responsible professional experience in logistics and/or supply chain operations is required
  • A minimum of two (2) years of professional experience in supervision of a team is required
  • Knowledge of Microsoft standard applications and Enterprise Resource Planning (ERP), preferably SAP is required.
  • Professional experience in an international organisation within the UN common system or similar organisations is desirable.
  • Proven professional experience in warehouse operations is desirable.
  • Proven experience in dealing with vendors and administration of contracts is desirable.

Knowledge, skills, and abilities

• Demonstrated experience in working collaboratively, listen, consult others and communicate proactively both inside and outside the Court;

• Proven track report of managing logistics, supplies and supporting services

Knowledge of languages

Proficiency in one of the working languages of the Court, French or English is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.

- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
