About the Group

Based in Panama City, Panama, the UNOPS Office of the Regional Director (ORD) for Latin America and the Caribbean provides strategic leadership and coordination across the region, enabling effective delivery of UNOPS’ mandate. Through portfolio oversight, integrated risk management, and the mobilization of expertise and resources, the ORD ensures regional coherence and operational excellence. The office supports country teams in aligning activities with organizational goals, strengthening the impact and efficiency of development efforts. It also leads regional positioning and representation in high-level forums, advancing visibility and engagement with key stakeholders. In close collaboration with other regional offices and headquarters, the ODR fosters cross-regional learning, promotes innovation, and drives strategic initiatives that contribute to the achievement of the Sustainable Development Goals (SDGs).

Role Purpose

El/La Responsable de Comunicación contribuye al desarrollo y la ejecución de iniciativas estratégicas de comunicación. Su función incluye la investigación y la redacción de informes y documentos de antecedentes de alto nivel para eventos estratégicos. Supervisa la creación de todo el contenido editorial de alta calidad, incluyendo materiales de prensa, vídeos y productos de conocimiento, garantizando la coherencia de los mensajes y su adaptación al público objetivo. Asimismo, es responsable de establecer y mantener relaciones con las partes interesadas clave y los medios de comunicación, ofreciendo orientación sobre estándares de comunicación y contribuyendo al desarrollo de propuestas y a la planificación estratégica.

Functions / Key Results Expected

1. Comunicación estratégica y apoyo a las políticas

  • Realizar investigaciones y redactar informes analíticos y documentos de antecedentes para foros y eventos de alto nivel.
  • Preparar mensajes clave, declaraciones y presentaciones para eventos estratégicos.
  • Aportar información sustantiva para la implementación y el seguimiento de los planes estratégicos.
  • Colaborar con agencias y socios para documentar las lecciones aprendidas y facilitar el intercambio de conocimientos.
  • Dar seguimiento a las recomendaciones clave y a los resultados de los informes de los eventos más importantes.


2. Estrategia y planificación de la comunicación

  • Contribuir al desarrollo de estrategias de comunicación integrales y asegurar su alineación con las prioridades corporativas
  • Contribuir a la implementación diaria de la estrategia, garantizando resultados oportunos y de alta calidad.
  • Supervisar y analizar el contexto de la comunicación y recomendar ajustes.
  • Contribuir al seguimiento del presupuesto de comunicación y asegurar el cumplimiento de los estándares corporativos.
  • Colaborar con especialistas en el desarrollo de propuestas y mejoras metodológicas.

3. Desarrollo de contenido y estándares editoriales 

  • Liderar el desarrollo de contenido editorial de alta calidad: materiales de prensa, medios digitales, videos y productos de conocimiento.
  • Supervisar los procesos de captura, análisis y empaquetado de contenido para la comunicación estratégica.
  • Redactar y perfeccionar mensajes para audiencias específicas y garantizar la coherencia de la marca.
  • Gestionar múltiples entregables de contenido y asegurar su puntualidad y calidad.


4. Participación y representación de las partes interesadas

  • Establecer y mantener relaciones sólidas con las partes interesadas clave y los socios de medios de comunicación.
  • Apoyar la organización y la representación en eventos externos, garantizando la alineación profesional con los principios de UNOPS.
  • Brindar orientación a los equipos sobre mensajes para las partes interesadas y estándares de comunicación.


5. Creación e intercambio de conocimientos

  • Apoyar la organización, facilitación e impartición de sesiones de formación y aprendizaje sobre temas de comunicación.
  • Participar en iniciativas de intercambio de conocimientos y comunidades de práctica, aportando ideas y lecciones aprendidas de la implementación de proyectos de comunicación.
  • Investigar temas relacionados con la comunicación y contribuir a la redacción de informes, resúmenes y notas informativas.

Education Requirements

Requerido

  • Se requiere título de licenciatura (o equivalente) con 4 años de experiencia relevante O 
  • Título de maestría (o equivalente) en cualquier disciplina con 2 años de experiencia relevante.


Deseable

  • Se valora poseer un certificado profesional reconocido a nivel mundial o nacional en comunicaciones, periodismo o comunicaciones digitales y en redes sociales.

Experience Requirements

Requerido

  • Se requiere experiencia laboral en comunicaciones, relaciones públicas, medios de comunicación, periodismo o campos afines.
  • Se requiere experiencia en el uso de herramientas de colaboración y productividad (por ejemplo, MS Office, G-Suite, etc.) y sistemas de gestión web.


Deseable

  • Se valora la experiencia laboral en entornos multiculturales o en organizaciones del sistema de las Naciones Unidas en países en desarrollo.
  • Se valora la experiencia en contextos de desarrollo o humanitarios.
  • Se valora la experiencia en el desarrollo y seguimiento de contenidos para audiencias de base.
