The SLCP Coordinator will assist the Secretariat of Urban Environment, Water Resources, and Environmental Quality of the Ministry of Environment and Climate Change (SQA/MMA), leading the the day-to-day coordination of the SLCP unit’s activities and short-lived climate pollutant (SLCP) initiatives, while promoting an integrated climate and clean air approach and ensuring alignment with Brazil’s policy context and SLCP strategy, and the goals of the CCAC Accelerator. The incumbent will support SQA/MMA in overseeing the portfolio of initiatives led by the SLCP Unit, coordinating activities across team members, monitoring progress against agreed workplans and expected impacts, and promoting consistency and synergies across interventions. The coordinator will also foster new partnerships to advance SLCP mitigation in the country, and will facilitate coordination across ministries, subnational entities, and relevant stakeholders to engage them in the goals of Brazil’s SLCP agenda and strengthen the SLCP governance of the Clean Air and Climate Plan. The incumbent will work closely with the CCAC Secretariat to ensure that the work of the SLCP Unit contributes effectively to the delivery of the Brazil CCAC Accelerator, to leverage CCAC projects, implements monitoring progress of the Accelerator and related projects, and identify opportunities for new collaboration and impact.

Duties and Responsibilities
The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs, and tropospheric ozone. Guidance on the CCAC’s National Planning Methodology for reducing short-lived climate pollutants is available in the Resource Library. Brazil has been showing commitment and leadership in tackling super pollutants through several national and international policy frameworks and initiatives. The country became a CCAC member in June 2023 and has served as CCAC Co-Chair since June 2024, represented by the Secretariat of Urban Environment, Water Resources and Environmental Quality of the Ministry of Environment and Climate Change (SQA/MMA). Brazil is also part of the Global Methane Pledge (GMP) and a Party to the Kigali Amendment. Through its Nationally Determined Contribution (NDC), Brazil has committed to achieving net-zero greenhouse gas emissions (GHG) by 2050, and actions to reduce short-lived climate pollutants (SLCPs) were reflected in sectoral mitigation plans under the new Brazil Climate Plan. Furthermore, in 2024, the National Air Quality Policy was established to strengthen adequate air quality monitoring the country, and alignment with climate policies. With CCAC support, Brazil has implemented a package of 5 projects to support sectoral mitigation policies in agriculture, waste, transport, and cooling, in collaboration with the respective sectoral Ministries and partners in the country. Additionally, under SQA/MMA, Brazil is currently preparing a Clean Air and Climate Plan for SLCP Reduction (Clean Air and Climate Plan) which will consolidate these SLCP mitigation efforts together and provide an overarching framework to strengthen governance, coordination, monitoring, and alignment with national climate targets including the NDC. Recognizing Brazil’s leadership on the SLCP agenda, Brazil is now part of the CCAC Super Pollutant Country Action Accelerator (‘Accelerator’). Planned for 2026-2029, the CCAC Country Action Accelerator in Brazil (Brazil Accelerator) foresees the establishment of an SLCP unit within SQA/MMA to help advance Brazil’s super pollutant commitments through stronger institutional capacity, improved coordination and support for implementing SLCP mitigation actions, including through the delivery of the Clean Air and Climate Plan and its governance framework. In the context of the Brazil Accelerator, CCAC is seeking to hire a Short-Lived Climate Pollutant Coordinator to support SQA/MMA in the day-to-day coordination of SLCP initiatives and the activities of the SLCP unit. The incumbent will also facilitate interministerial coordination and stakeholders’ engagement, enhance governance, and promote partnerships, at the national and sub-national levels, to strengthen the relevance of the SLCP agenda in Brazil. He/she will keep strong coordination with the CCAC Secretariat to keep alignment of Brazil activities with the goals of the CCAC “Accelerator”. Objectives: – Coordinate the activities of the SLCP unit, and the work of team members, ensuring its delivery against Brazil key national and international climate and air quality strategies and in line with guidance and policy direction of SQA/MMA. – Provide leadership and day-to-day management of the SLCP Unit, proactively identifying challenges, coordinating solutions, and ensuring the effective functioning of activities and workflows within the scope of the Unit’s mandate. – Manage the portfolio of SLCP initiatives, overseeing their development, implementation, and monitoring in coordination with the team. – Provide operational and administrative support to SQA/MMA related to the functioning of the SLCP Unit, including coordination of internal processes, follow-up of activities and deadlines, organization of meetings and documentation, and support for procurement, reporting, and communication activities, as needed. – Coordinate and support the planning and organization of meetings, workshops, technical exchanges, missions, and national and international events related to the SLCP agenda, including logistical arrangements, stakeholder coordination, preparation of materials, and follow-up actions. – Facilitate interministerial coordination, stakeholder engagement, and partnership development to advance SLCP mitigation efforts and elevate the relevance of the SLCP agenda in Brazil. – Strengthen the integrated climate and clean air agenda in Brazil by promoting this approach across policy planning processes, aligning SLCP-related policies, and enhancing governmental capacity to support the implementation of the Clean Air and Climate Plan and its governance mechanism. – Enhance Brazil’s collaboration with CCAC, coordinate CCAC projects in Brazil, and ensure the achievement of the goals of the CCAC Accelerator Key Performance Indicators (KPIS) Key Responsibilities – Assist SQA/MMA with the day-to-day coordination of SLCP projects and initiatives in Brazil, monitoring workplans and achievement of results, while proactively identifying operational challenges and coordinating solutions within the scope of the SLCP Unit. – Coordinate the work of the SLCP unit team members in close coordination with the SQA/MMA General Coordinator and the CCAC focal point for Brazil, ensuring effective task distribution, internal coordination, follow-up of pending actions, and smooth day-to-day functioning of the Unit. – Ensure alignment of the SLCP unit initiatives with the CCAC Accelerator goals and Key Performance indicators (KPIs); – Facilitate interministerial coordination, as well as strategic collaboration among relevant departments within the Ministry of Environment and Climate Change (for example, climate change), ensuring their engagement in SLCP mitigation efforts. – Identify, articulate, and strengthen partnerships to advance SLCP mitigation, including with national and sub-national stakeholders (government entities, civil society, academia, and the private sector), regional bodies, and intergovernmental institutions. – Support the coordination and implementation of the Clean Air and Climate Plan and the SLCP governance structure in Brazil, ensuring that it remains collaborative and representative. – Promote alignment between SLCP policies led by SQA/MMA and other relevant policy frameworks, including Brazil’s Climate Plan and Nationally Determined Contributions (NDCs). – Participate in meetings and events, presenting the progress and achievements of Brazil’s SLCP agenda. – Prepare summaries of governance meetings, including key decisions and agreed actions, and take the necessary follow-up measures to enable subsequent steps. – Support the drafting and review of strategic documents related to the SLCP agenda, including technical notes, draft regulations, and institutional presentations. – Contributes to the preparation of technical and political inputs for national and international meetings, including speeches, talking points, and briefing materials. – Prepare technical, progress, and financial reports for the CCAC and other donors. – Provide administrative and financial support to the SLCP Unit, coordinating relevant actions with other SLCP unit team members. – Provide operational, administrative, and organizational support to the SLCP Unit, including coordination of internal workflows, organization of meetings and missions, monitoring of deadlines and action items, document management, support for procurement and logistical processes, and facilitation of communication and information flow among team members and partners. – Coordinate and support the planning and implementation of workshops, technical exchanges, capacity-building activities, and national and international events related to the SLCP agenda, including logistical arrangements, participant coordination, preparation of agendas and materials, invitations, concept notes, and follow-up actions.
Qualifications/special skills
Advanced university degree, master or equivalent, in environmental science, sustainable development, or management, economics, politics, international relations or a similar discipline. A first-level university degree in combination with four additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least 5 years of professional experience working in a field relevant to climate change, air pollution, sustainable development or environment and health is required. Demonstrated ability to provide coordination role and project management, as well as technical assistance to policy development and implementation to governments and other stakeholders is required. Demonstrated ability in multi-stakeholder process and stakeholder engagement is required. Knowledge of the national policies in climate change mitigation and air pollution of Brazil is required. A good understanding of short-lived climate pollutants, climate change and air pollution issues in Brazil is required. Strong facilitation, diplomacy, and project management skills; Ability to work effectively with diverse stakeholders and to collaborate with multidisciplinary team.
