Position Objective
The Monitoring and Evaluation Consultant will be responsible for ensuring that the GCF’s investments are deliverable, measurable, monitorable and credible by safeguarding the quality at entry of the monitoring and evaluation aspects in Readiness Grant Proposals (including National Adaptation Plans), Project Preparation Facility grants and Funding Proposals (Programmes & Projects). Additionally, the consultant will appraise the adherence by GCF’s NDAs and delivery partners to quality assurance standards for the GCF and best practices in results management. Also, the consultant will appraise the alignment of Funded Activities with the Fund’s Integrated Results Management Framework with respect to creating guidance, templates, initial quality assurance checks and substantive review and extraction of lessons learnt from evaluations. The consultant will also analyse performance data and provide that to the Director and the team to appraise and report on portfolio performance.
1. Purpose
- Provide thorough and actionable guidance on and assessments of the climate action rationale, Theory of Change, indicators, climate adaptation methodologies and measurement, reporting and verification systems as articulated in concept notes, project ideas and funding proposals at various stages of development.
- Ensure integration of meaningful M&E methodologies in Funding Proposals and Readiness proposals in compliance with the Board-approved frameworks such as the Integrated Results Management Framework, Readiness Result Management Framework, Evaluation Policy and Monitorinand Accountability Frameworks in order to improve the current and future management of outputs, outcomes and impact.
- Support the Secretariat’s internal monitoring and reporting arrangements by contributing to KPI tracking, periodic performance synthesis, and management reporting (e.g., inputs to scorecards/dashboards), in coordination with relevant teams; maintain consistency and quality of reported results across Readiness, PPF and funded activities.
2. Engagement
- Build internal and Africa region partners’ competencies with respect to best practices in M&E methodologies to ensure that the GCF eco-system is capacitated to deliver transformational and measurable/monitorable investments.
- Network and actively engage with peer institutions, communities of practice, AEs, NDAs, DPs to disseminate learnings and to acquire timely information with respect to M&E policies, tools, and best practices.
- Advise internal and external partners on current M&E best practices on elements such as preparing realistic benchmarks and mechanisms for measuring effectiveness of investments.
3. Delivery
- Update M&E approaches to review and assess Funding Proposals and Readiness Grant proposals and work to build consistency in project/programme outputs, outcomes and impact.
- Strengthen M&E tools and processes to evolve and maintain their responsiveness to evolutions in the field, GCF policies, and stakeholders needs.
- Contribute to portfolio management activities, including the review of Annual Performance Reports (APRs), interim and final evaluation reports, project completion reports, and support for adaptive management activities.
- Analyse performance data and prepare portfolio performance reports for feedback to the Director and the team.
Qualifications & Experience
- Master’s degree in sustainable development, climate policy, environmental sciences, economics, finance, environment and development, or related fields.
- A minimum of 3 years of experience in the project implementation, development and management of monitoring and evaluation systems.
- Strong conceptual, research, and analytical skills, with the ability to think strategically and synthesize diverse information into actionable conclusions and recommendations.
- Demonstrated experience in the implementation and financing of Nationally Determined Contributions (NDCs), National Adaptation Plans (NAPs), and other climate finance strategies.
- Familiarity with the Fund’s project cycle, results frameworks, reporting systems and monitoring and evaluation methods.
- Preferably a strong background in implementing, monitoring and evaluating climate change and environmental projects/programs at the global and sub-national levels, particularly in the Africa region.
- Outstanding interpersonal, communication, listening, relationship management, collaboration, and stakeholder engagement skills.
- A team player with a proactive, solution-oriented, and can-do attitude.
- Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language is an advantage.
