Project Context and Scope
Under the overall supervision of the Programme Officer (Migration Health) and the Programme Manager for the African Development Bank Project, and the direct supervision of the Senior Health Associate, the Health Capacity Strengthening Associate will provide technical and operational support to the implementation of the African Development Bank (AfDB)–funded Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP). This initiative aims to restore and expand access to essential services in health, technical and vocational education, and water and sanitation across four states (Aj Jazira, River Nile, Sennar, and White Nile), while strengthening resilience, community capacity, and equitable service delivery.
The Health Capacity Strengthening Associate will be responsible for supporting the delivery of health capacity strengthening and training activities under SISSIRP, with a particular focus on institutional capacity building at federal and state levels, coordination engagement with WHO and other key health actors, in accordance with IOM’s regulations, rules and procedures.
Responsibilities
- Support coordination with the Federal Ministry of Health, the National Public Health Institute, and other federal health institutions on the design, endorsement, and rollout of capacity strengthening and training activities under SISSIRP.
- Liaise with WHO and other key health actors (UN agencies, INGOs, national health partners) to align training content, avoid duplication, leverage existing curricula and materials, and pursue joint or complementary capacity building efforts at federal and state levels.
- Support the planning, coordination, and field implementation of health workforce capacity and training needs assessments across the 20 target communities, including liaison with State Ministries of Health, facility managers, Area Coordinators, and Health Associates, and contribute to the validation of findings with federal and state counterparts.
- Support the adoption, adaptation, and rollout of national health training curricula and packages in coordination with the Senior Health Associate, WHO, the Federal Ministry of Health, and accredited national training institutions, prioritising existing endorsed materials over duplicative development.
- Contribute to the design and rollout of training programmes for health workers and government health personnel across the four project states, in support of the project target of training 900+ local personnel, with at least 50 per cent women, across the health, WASH, and education sectors.
- Support the organization and delivery of health trainings and capacity building events, including logistics, participant selection, coordination with health facilities and training venues, scheduling, and monitoring against project standards and gender and protection principles.
- Ensure conflict-sensitive and inclusive implementation of all health capacity strengthening activities, with particular attention to internally displaced persons, returnees, women, and frontline health workers operating in conflict-affected areas.
- Support the negotiation, drafting, and follow-up of partnership agreements, Memoranda of Understanding, and joint workplans with WHO, federal and state health authorities, and other implementing partners, in coordination with the Senior Health Associate and IOM legal and programmatic focal points.
- Support the establishment and maintenance of a training and workforce tracking system, including trainee registers, training records, certification status, post-training follow-up, and lessons learned, to inform IOM, counterpart, and donor reporting.
- Maintain accurate and confidential records and documentation of all capacity strengthening activities, including beneficiary lists, partnership agreements, training reports, attendance sheets, and post-training assessments.
- Prepare procurement requests, payment documents, and other administrative requirements related to training delivery, participant allowances, equipment maintenance training, and partner-led activities, and coordinate with logistics and procurement teams for timely delivery of training materials and supplies.
- Liaise with State Ministries of Health, locality health authorities, health facility focal points, and Community and Women’s Advisory Groups to ensure local engagement, ownership, and alignment of capacity strengthening activities with community and facility priorities.
- Support the organization of joint coordination meetings, technical working groups, training-of-trainers sessions, and other capacity strengthening events with WHO, federal and state counterparts, and partners, including planning, logistics, agenda development, and post-event follow-up.
- Contribute to the mapping of training institutions and resource persons, and to the engagement of accredited trainers and federal-level technical experts to deliver training on clinical, biomedical equipment maintenance, infection prevention and control, and other priority topics identified through the needs assessment.
- Undertake frequent duty travel within Sudan to support training activities, attend federal and state coordination meetings, and monitor project implementation.

Qualifications
Required Qualifications and Experience
Education
- High school degree or equivalent with at least five years of relevant working professional experience; or
- University degree or higher in Public Health, Health Sciences, Nursing, Medicine, Social Sciences, Development Studies, or a related field from an accredited academic institution with three years of relevant experience;
Accredited Universities are those listed in the UNESCO World Higher Education Database
Experience
- Experience working for non-governmental organizations, international governmental organizations, or UN organizations;
- Experience in health programming, health workforce development, capacity building, or training delivery, with strong report writing skills;
- Experience in administrative and financial management, budget monitoring, and internal control procedures.
- Sound knowledge of Sudan’s health system, federal and state health institutions, and standard approaches to health workforce capacity strengthening; familiarity with WHO frameworks and partnership modalities is an advantage.

IOM’s official languages are English, French, and Spanish.
