Organizational Setting and Reporting Relationship
The position of Gender Specialist is assigned to the Gender Equality Division within the Climate Change and Sustainable Development Department (CCSD). CCSD leads thematic operations, knowledge innovation, and partnerships. You will be based at our Headquarters in Manila.
You will report to Director, Gender Equality and will oversee technical local staff.
Your Role
The Gender Specialist will provide technical support in mainstreaming gender equality and women's empowerment across ADB operations, knowledge work, and partnerships. The role will contribute to the effective application of ADB's gender mainstreaming standards in sovereign and non‑sovereign operations by supporting project teams with technical inputs, guidance, and quality review. The position will also contribute to knowledge building by supporting research, analysis, and documentation on priority and emerging gender equality issues in Asia and the Pacific to inform future ADB operations in developing member countries (DMCs).
You will:
Strategy and Planning
- Contribute technical inputs to advance ADB's policy and strategic commitments on gender equality and women's empowerment.
- Apply gender mainstreaming standards and support integration of gender equality outcomes in the design and processing of gender equality objective (GEN), effective gender mainstreaming (EGM), and some gender elements (SGE) projects and programs.
- Contribute to the formulation of country partnership strategies by preparing/updating Country Gender Assessments and providing inputs for sector portfolios, roadmaps, mid-term reviews, and updates on gender-related key performance indicators (KPIs).
Project Preparation and Implementation Support
- Provide technical advice and inputs on gender equality and women empowerments during project preparation, implementation, and completion as an assigned project team member or a peer-reviewer.
- Support gender related technical assistance activities, including contributing to the design and implementation of TAs on gender equality in assigned sectors, themes, or regions.
- Act as a CCGE focal for sector, themes, regions or the private sector, as assigned, and coordinate with counterpart focals in other divisions/departments, including on key performance indicators and targets on institutional efforts on gender equality and women's empowerment.
Knowledge Sharing, Capacity Building and Partnerships
- Lead and contribute to knowledge events, capacity building activities, and directly support preparation of knowledge products and solutions such as project case studies, briefs, blogs, and country gender assessment and sector briefs to support ADB operations.
- Design and conduct training to executing and implementing agencies, clients, and project staff on gender equality, sex disaggregated data collection and analysis, and GAP implementation, monitoring and reporting.
Management Support
- Provide technical support to Director, Gender Equality in gender-related corporate initiatives and cross-sectors and regional department coordination.
- Perform other tasks that may be assigned by the Director, Gender Equality.
Qualifications
You will need:
· A University degree in social sciences, international development, public policy or other related fields, including an emphasis on gender and development; preferably at post-graduate level or its equivalent
· At least 6 years of work experience in gender and development, including field‑level experience in mainstreaming gender equality and women's empowerment into country, regional, and/or sector operations.
· Demonstrated experience in gender mainstreaming within public financial management (e.g., gender‑responsive budgeting), energy, agriculture and natural resources, and water and urban development sectors, would be strongly desirable.
· Demonstrated expertise in building capacity for implementing gender equality initiatives with stakeholders from the public and private sector and other development partners, including CSOs.
· Demonstrated experience in leading innovative knowledge products or initiatives in gender equality and women's empowerment (including events).
· International experience working in several countries with a multilateral development bank or other international development organization.
· Proven experience in effectively managing budgets and teams.
· Proven experience in donor relations and partnership development.
· Written and verbal proficiency in English.
· Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.

Additional Information
This appointment is open to internal and external applicants.
This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices, when required.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
