Organizational Setting and Reporting Relationship
The position of Human Resource Analyst is assigned to the Talent Management Division (BPTM) within the Budget, People, and Management Systems Department (BPMSD). You will be based at our Headquarters in Manila, Philippines.

You will report to designated International Staff.


Your Role
As Human Resource Analyst, you will provide analytical, operational, and quality control support to HR and data analytics and system requirements. You will also support BPTM by improving coordination and internal communications within the division and with other BPMSD departments.


You will:
HR Analytics and Reports

  • Produce and analyze statistical data to produce summary reports related to recruitment and selection, staff movements, and all other facets of BPTM's work.
  • Facilitate data collection and produce reports requested from the division including those related to service standards, compliance, and similar requirements.
  • Collect and filter data from multiple data sources, collate and integrate data, and maintain databases.
  • Develop and implement data analyses, data collection systems and other strategies to improve data and reporting.

Systems Administration

  • Be the division focal for coordinating on BPMSD-wide systems to ensure that BPTM's requirements are represented in the development of systems
  • Contribute to the design and implementation of new IT solutions and enhancements to current systems and automated processes.
  • Collaborate within and outside BPMSD for BPTM projects involving HR systems.
  • Contribute to proper administration and management of systems, data, and analytics-related projects.
  • Ensure adherence to system protocols and instructions.


Internal Coordination

  • Manage platforms to ensure sharing of knowledge across the teams, contributing to human resource policy implementation and practices across the teams.
  • Produce engaging content to promote BPTM initiatives.
  • Be the division focal in bank-wide initiatives on knowledge sharing, document and record management, and other similar initiatives.
  • Provide support in the implementation of the departmental communications and coordination.

Qualifications

You will need:

  • Bachelor's degree in business administration, communications, economics, mathematics, statistics, computer science, or related fields
  • At least 5 years of relevant professional experience
  • Demonstrated analytical skills with the ability to analyze and disseminate significant amounts of information
  • Proficiency in office technology applications, business intelligence and analytics software such as PowerBI, Cognos, and Tableau, with knowledge of statistical data
  • Familiarity with human resources policies and processes
  • Demonstrated capacity to undertake research and analysis and coming up with well-defined scope and steps
  • Experience coordinating with internal and external counterparts and to apply new ideas and solutions to deliver outputs
  • Demonstrated capacity to work with teams as a constructive team member
  • Excellent oral and written communication skills

Additional Information
This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
