Organizational Setting and Reporting Relationship
The Associate Communications Officer is assigned to the Content Production Division (DCCD) within the Department of Communications and Knowledge Management (DOCK). You will be based at our Headquarters in Manila, Philippines.
You will report to the designated International Staff and/or Officer.
Your Role
As an Associate Communications Officer, you will take direction from DOCK's content calendar to support the daily operations, maintenance, and creative execution of DOCK-led digital platforms. Working closely with staff across DOCK, you will contribute to ensuring platforms remain organized, functional, and populated with high-quality content, with a strong emphasis on visual storytelling, multimedia production, and editorial curation. Your work will help bring ADB's digital presence to life — designing eye-catching web landing page elements, crafting compelling layouts and graphics, and curating content that is accessible, engaging, and aligned with institutional priorities.
You will:
Visual Storytelling and Graphic Design
- Create high-quality assets: Design and produce graphics, illustrations, and design layouts for web landing pages, web features, and digital campaigns.
- Maintain brand integrity: Ensure visual consistency across DOCK-led web platforms per ADB branding guidelines.
- Create creative concepts: Develop visual ideas and creative concepts that enhance storytelling and user engagement across ADB websites.
Multimedia Production
- Produce multimedia content: Create and edit animations, video snippets, and interactive visuals to enrich web content.
- Cross-functional collaboration: Work with content producers, multimedia specialists, and developers to integrate multimedia assets into web pages.
- Optimize performance: Ensure all media is accessible, responsive, and impactful across devices.
Editorial Curation and Content Enhancement
- Curate web content: Support the selection, organization, and presentation of features for curated campaigns, country pages, topical pages, and other DCCD web content.
- Align visuals with tone: Partner with writers and editors to align visual elements with editorial tone and messaging.
- Maintain accuracy: Help maintain editorial accuracy and updates to core pages, and contribute to the review of editorial and design elements of complex web requests.
- Contribute to content planning: Participate in content planning discussions, offering creative input on layout and presentation.
- Deliver ADB.org homepage updates: Produce homepage updates as requested, including homepage assets such as header banners and video clips. This can include work into evenings and weekends.
Web Content Strategy Support
- Improve UX: Help implement content strategies that increase user experience and engagement.
- Data-driven design: Suggest web design and layout improvements based on analytics and user feedback.
- Communication: Ensure all creative outputs align with accessibility standards and demonstrate ADB's commitment to inclusive communication.
Qualifications
You will need:
- Bachelor's degree in Communication Arts, Journalism or Broadcast Journalism, Visual Arts, Digital Media, Multimedia Arts or the equivalent; preferably with advanced training.
- Data storytelling skills
- Knowledge of Tableau, R, Flourish or similar data visualization platforms
- Practical experience of data visualization best practice
- Understanding of responsive web design, data visualization story-telling formats (HTML/CSS/JavaScript/jQuery; knowledge of frontend libraries such as Bootstrap and Tailwind will be an advantage)
- A portfolio of projects turning data into insightful visuals
- Good design skills including typography, layout, and data presentation
- Experience with website content management systems (experience with Drupal is an advantage), infographics software, and digital marketing services
- Excellent organizational and interpersonal skills; able to handle numerous responsibilities and clients simultaneously

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
