Project Context and Scope
IOM in South Sudan has a broad range of programming centered around three broad areas: Humanitarian Coordination and Support; Humanitarian response and Resilience; and Peacebuilding, Transition, and Development. Humanitarian Coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI Core-pipelines, Humanitarian Hubs and common transport services. Humanitarian response and Resilience include CCCM, WASH, Shelter & NFI, Health, Protection, Gender equality and inclusion, Mental health and Psychosocial support and the Management of a Rapid Response Fund. Under Peacebuilding, Transition and Development, IOM South Sudan implements programming on Housing, Land and Property Page issues, Transition and Recovery, Transhumance conflict prevention, Community-based violence reduction, Community development and Migration Management.
IOM is rolling out a project called ‘Regional Programme supporting Chad, Ethiopia and South Sudan to respond to the Sudan crisis” in Upper Nile and Unity states to address Livelihoods, durable solutions, social cohesion and promote early recovery in areas of high returns. The programme focuses on women and youth from the returnees and host communities to promote sustainability and recovery and support the country in addressing the Sudanese Displacement Situation.
Under the overall supervision of the Chief of Mission and the direct supervision of the Programmes Coordinator and in close coordination with the Programmes Coordinator (Livelihood), the Programme Officer (Livelihoods) will be responsible for supporting to the implementation of the project activities in the several areas across South Sudan in addition to maintain the relationship between IOM and different stakeholders on the ground in order to achieve all the intended objectives under this project.

Responsibilities
Implement all activities under the livelihoods portfolio in the designated region, in line with all livelihoods tools, policies and procedures;
Conduct livelihoods assessments, including labour market, value chain analysis and supply chain mapping, under the guidance of the Livelihoods Officer, in line with livelihoods technical tools;
In coordination with other teams and HoO in the assigned region, assist in the identification and selection of individuals for livelihood assistance, in line with livelihood guidelines and policies;
Identify partners and create opportunities with local authorities, associations, Unions, and other locally active actors to implement IOM’s livelihood projects;
Support selected individuals by facilitating orientation meetings and/or business training and/or counselling as necessary and provide support to them in the formulation of their business plans;
Travel to all project sites in the designated region (and as needed to other regions) and monitor individuals who have received IOM livelihoods assistance and business support and ensure that activities are being carried out in accordance with livelihoods guidelines and make necessary improvements or changes to livelihoods service delivery;
Follow up with the field teams to quality check data and service delivery, follow up with the plans, and make recommendations in coordination with field teams;
Support the MEAL team in organizing and conducting satisfaction and feedback surveys in order to improve future livelihood projects;
Develop and maintain internal control and compliance processes and recommend to the Technical Lead and National Livelihoods Programme Officer how to strengthen those controls;
Take a role in the reporting of the project activities in the area of responsibility and maintaining the related activities and beneficiaries’ data as per IOM roles and regulations;
Participate in all meetings and events related to the project in the area of responsibility, including meetings with local authorities, coordination meetings, support during the donor visits and any other related activities.
Number of planned livelihood activities implemented on time and in compliance with IOM livelihoods SOPs and technical tools
Number of livelihood beneficiaries selected based on completed and validated assessments (LMA, VCA, HPF, or equivalent tools)
Percentage of reports and beneficiary data submitted accurately and on time in line with IOM reporting standards
Number of completed and well-drafted LMA reports based on the data collected.
Qualifications
Required Qualifications and Experience
Education
Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or,
University degree in the above fields with four years of relevant professional experience.
Experience
At least six years of professional experience in livelihoods research, integrated programming or displacement-related projects, ideally with some experience in fragile or conflict affected settings.
Demonstrated experience in conducting research and analysis on livelihood or related fields.

Experience in producing action-oriented analysis with clear recommendations on displacement related issues.
Proven experience in working with international organizations, UN agencies, or NGOs in recovery contexts.
Skills
Excellent analytical, writing, and communication skills.
Strong interpersonal skills and the ability to work effectively in a multicultural environment.
Ability to coordinate with senior representatives of government, communities, international and national organizations.
Strong skills in community engagement
Familiarity with research methods including quantitative and qualitative approaches.
Proficiency in using data analysis software and tools.
Ability to develop training materials and facilitate workshops.
Languages;
Fluency in English is required.

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
