Job purpose
Lead the planning, development and implementation of AMAT programme/projects related to safe, secure and sustainable through-life conventional ammunition management, in line with the International Ammunition Technical Guidelines (IATG), the Global Framework for Through-life Conventional Ammunition Management (GFA), and the GICHD-UNODA Memorandum of Understanding.
Support international cooperation and assistance efforts under the GFA Global Assistance Mechanism in close collaboration with UNODA, UN regional centres, national authorities, and international partners, with particular focus on the dissemination and implementation of the IATG and the implementation of the GFA, including in Latin America and the Caribbean.
Key responsibilities
- Develop and manage programme/projects related to safe, secure and sustainable through-life conventional ammunition management, in accordance with agreed work plans, objectives, priorities, resources, the IATG and the GFA, ensuring alignment with divisional, GICHD and UNODA strategic priorities.
- Manage, develop, and actively guide team members to enhance their skills and capabilities and work to resolve any conflicts that might arise while driving an inclusive, accountable and respectful culture.
- Ensure that programme/projects are delivered on time, within budget, and to the required level of quality, communicating any deviations promptly to the relevant parties.
- Ensure programme staff comply with applicable donor agreements and GICHD rules and guidelines, including reporting on programme/projects. Prepare concept notes, project proposals, budgets and review financial reports for submission to auditors and donors as required by the Head of Division.
- Manage programme/projects budgets, authorize expenditures, monitor project spending, manage grant allocations, forecast future expenditures in compliance with Internal rules, procedures and donor requirements.
- Identify, evaluate, assess, mitigate and communicate risks throughout the programme/projects life-cycle and ensure the accuracy of results reported into the Results Based Management (RBM) system.
- Negotiate and coordinate programme objectives and activities with external partners, including UNODA, UN regional centres, national authorities, regional organisations and donors, in support of the implementation of the GICHD-UNODA MoU, dissemination of the IATG, and implementation of the GFA.
- Design, organize and convene seminars, meetings, assessments, workshops, and learning activities related to through-life conventional ammunition management, including support to the dissemination and implementation of the IATG and GFA. Represent GICHD at meetings, conferences, seminars and other events.
- In collaboration with the Regional Coordination Unit, lead and coordinate AMAT engagement in Latin America and the Caribbean, including the development of partnerships, regional outreach, technical cooperation activities, and engagement with Spanish-speaking national authorities and regional organisations.
- Lead, coordinate research work, and approve draft articles, issue briefs, case studies and other publications.
- Oversee contracting and monitoring of external consultants and suppliers as per the GICHD's procurement rules.
- Coordinate and communicate internally across teams, programmes and divisions to promote synergies and deliver as one GICHD to ensure effective information dissemination.
Qualifications and professional experience
- Master’s degree in relevant field or equivalent.
- More than 10 years of progressively responsible experience in ammunition management, weapons and ammunition management (WAM), explosive ordnance risk reduction (EORR), disarmament, or related humanitarian and security-sector fields.
- Demonstrated experience working with UN agencies, regional organisations, and national authorities on international cooperation and assistance related to conventional ammunition management, SALW control, or related security-sector issues.
- Experience related to ammunition or SALW diversion, supply-chain security, trafficking risk analysis, or law-enforcement–security cooperation is an asset.
- Experience working in or with Latin America and the Caribbean region is highly desirable.
- Experience in leading teams and managing processes and projects.
Knowledge, skills and competencies
- Fluency in English and Spanish, both written and oral, is required. Knowledge of another UN language is an advantage.
- Strong understanding of the IATG, the GFA, and related international processes and cooperation and assistance mechanisms (e.eg UN POA, ATT, etc).
- Excellent project management, analytical, planning and organisational skills.
- Effective and persuasive verbal, written and presentation skills.
- Excellent people skills and ability to work in multi-cultural settings with a wide range of stakeholders.
- Knowledge of UN agencies, relevant national authorities, NGOs and humanitarian organisations.

Travel requirements
This role is Geneva-based and involves travel of roughly 30% of working time, with some variation possible in low-medium-high risk environment.
Salary Information
Please note that the salary level for this role is CHF 135'713.- yearly gross, subject to social security deductions and income tax.
