1. SUMMARY
The Information, Communication and Technology Management (ICTM) Office provides support and services in the areas of information communication and technology management, and digital information, archives, records and knowledge management to the North Atlantic Council (NAC), its committees and to the IS.
Within Business Solutions Management (BSM), the Project Manager is responsible for the implementation of new systems and software packages in support of business requirements as well as the coordination of security accreditation activities. The incumbent manages multiple projects (including the relationship between technology and business at the project level) of varying size and complexity for applications and systems for use in the NATO Headquarters (HQ) environment.
2. QUALIFICATIONS AND EXPERIENCE
The incumbent must:
• have a university degree in information technology, computer science or another relevant discipline for this post;
• possess a minimum of 3 years of professional experience in project management involving software development and/or system integration in an ICT environment;
• have practical knowledge of formal project management frameworks and methodologies (like PRINCE2) and practical experience of managing cross-functional teams;
• have experience with software cybersecurity aspects, ideally in environments with high security requirements;
• possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other.
The following would be considered an advantage:
• general knowledge of main ICT infrastructure components including hardware, software (operating systems, applications, databases), networks, datacentres and cloud;
• experience in ICT-related public sector procurement processes;
• experience of managing projects of the implementation of AI solutions and / or the migration of business applications to the cloud.
3. MAIN ACCOUNTABILITIES
Project Management. Follow a structured project management methodology for activities (e.g., PRINCE2). Apply knowledge of Organization standards and vendor practices in project management to ensure successful delivery of the project. Estimate size, duration and resource requirements for projects. Monitor and oversee projects. Track financial reports for projects, provide and implement action plans to mitigate risks when applicable. Develop all relevant project documents. Work with the Release Manager to ensure proper operations turnover and Service Level Agreement (SLA) updates when applicable. Lead the post-implementation review evaluating project results, including client satisfaction.
Expertise Development. Utilise a rigorous process of tracking tasks, schedule, and controlling project risks and issues. Help analyse and discuss the potential risks/benefits involved in using the specified technology solution to address the business requirements. Work with procurement, software and hardware vendors to develop Statements of Work (SOW) or Objectives (SOO) and conduct other aspects of the acquisition process. Contribute to continuous improvement.
Information Management. Maintain oversight of proper project documentation in collaboration with the Project Support function. Guide and advice on the Information Management procedures for the Unit and contribute to its further development.
People Management. Ensure the development of team members involved in the project through sound and inclusive management principles. Create a motivating and effective project team.
Perform any other related duty as assigned.
4. INTERRELATIONSHIPS
Reporting Line: The incumbent reports to the Team Leader of the Integration and Coordination Unit.
Interactions: The incumbent works in close collaboration with other staff members of ICTM and with staff members of various Divisions from the NATO HQ for assigned projects. The incumbent interfaces with the project board, internal clients, technology teams and suppliers as appropriate.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
