Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) is a specialized agency of the United Nations leading international efforts to defeat hunger and achieve food security for all.
The FAO Türkiye Office (FETUR) supports national priorities in agriculture, food systems, natural resource management and rural development through technical assistance, capacity development, policy support and institutional strengthening.
In this context, FETUR implements a diverse portfolio of programmes and projects funded through FAO Regular Programme resources, the Technical Cooperation Programme (TCP), and partnerships with national and international stakeholders.
The National Programme and Project Support Specialist will provide technical and operational support to the implementation, monitoring and reporting of FETUR programmes and projects, contributing to effective programme delivery through information management, documentation, operational follow-up and administrative support in line with FAO procedures and requirements.
Reporting Lines
The National Programme and Project Support Specialist will work under the direct supervision of the Senior Programme and Pipeline Coordinator, the overall supervision of the Subregional Coordinator for Central Asia and FAO Representative in Türkiye, and the technical guidance of the Lead Technical Officers, in close collaboration with the FAO Türkiye team led by the Assistant FAO Representative (AFAOR).
Technical Focus
The National Programme and Project Support Specialist will provide technical and operational support to the implementation, monitoring and reporting of FETUR programmes and projects, with particular emphasis on the Technical Assistance towards Brucellosis Control Project and the Responsible Investment for Peace and Social Cohesion (RI4PSC) among Refugee and Host Communities Project. The incumbent will support information management, data collection and compilation, monitoring and reporting activities, document preparation, operational follow-up and the organization of programme and project activities in accordance with FAO procedures and donor requirements.
Tasks and responsibilities
• Provide technical and operational support to the implementation and monitoring of FETUR programmes and projects in accordance with FAO procedures and donor requirements;
• Support the implementation of the Technical Assistance towards Brucellosis Control Project, the Responsible Investment for Peace and Social Cohesion (RI4PSC) among Refugee and Host Communities Project, and other programme and project activities under the FETUR portfolio;
• Assist in the implementation and follow-up of programme and project activities, workplans and implementation schedules;
• Support the collection, compilation and analysis of programme and project information, data and progress updates for monitoring and reporting purposes;
• Contribute to the preparation, review and quality assurance of technical, operational and progress reports, briefing materials and other project-related documentation;
• Support monitoring and evaluation activities, including the tracking of project outputs, indicators, deliverables and implementation progress;
• Assist in maintaining programme and project information in relevant FAO corporate systems and ensure that documentation is updated and properly archived;
• Support communication, information-sharing and administrative follow-upwith government counterparts, implementing partners, donors, UN agencies, academia and other stakeholders, as required;
• Facilitate the organization of meetings, workshops, trainings, field missions and other programme and project events, including logistical and administrative follow-up;
• Support the preparation and follow-up of Letters of Agreement (LoAs), procurement processes and other operational actions required for programme and project implementation;
• Contribute to the preparation of concept notes, project proposals and background documents for programme development and resource mobilization initiatives;
• Support budget monitoring and implementation follow-up, including the compilation of financial and operational information required for programme and project management;
• Participate in relevant technical, coordination and consultation meetings and prepare summaries, meeting notes and follow-up actions as required;
• Contribute to knowledge management, visibility and communication activities related to FETUR programmes and projects;
• Perform other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree (Master’s degree or equivalent) in agriculture, economics, rural development, international development, public administration, business administration, social sciences or a related field;
• At least 5 years of relevant professional experience in supporting programme and/or project management, implementation support, monitoring and reporting, preferably in the areas of agriculture, rural development, food systems, natural resource management, livelihoods or related sectors;
• Working knowledge of English (Level C) and Turkish;
• National of Türkiye.

• Experience in supporting the implementation, monitoring and reporting of development programmes and projects;
• Demonstrated experience in supporting programme and project implementation, including work planning, progress tracking and information management;
• Knowledge of project cycle management, results-based management and monitoring and evaluation principles;
• Experience in preparing technical, operational and progress reports, briefing notes and other project documentation;
• Familiarity with donor-funded projects and reporting requirements is considered an asset;
• Experience providing programme and project support in collaboration with government institutions, international organizations, development partners or other relevant stakeholders;
• Strong analytical, organizational and communication skills;
• Ability to manage multiple tasks, prioritize workload and meet deadlines in a multicultural environment;
Selection Criteria
• Advanced academic qualifications (MSc/PhD) in relevant disciplines
• Experience in international or multi-partner projects
• Experience in supporting the policy development, governance, or coordination mechanisms
• Experience in organizing and facilitating meetings, workshops, trainings and multi-stakeholder events;
