Organizational Setting and Reporting Relationship

The position of Senior Financial Management Specialist is assigned to the Public Financial Management Division (PFFM) within the Procurement, Portfolio, and Financial Management Department. You will be outposted to Mongolia Resident Mission (MNRM) in Ulaanbaatar, Mongolia, for an initial assignment of three years. After this period, subject to business needs, the role may be assigned at our Headquarters in Manila, Philippines or at another resident mission office. Relocation is required. All reasonable relocation expenses will be covered.

You will report to the Director, PFFM, and the Country Director, MNRM, and will oversee junior team members.


Your Role

As a Senior Financial Management Specialist, you will support and take the lead in providing technical guidance and advice, knowledge sharing and capacity building to support the department's project financial management and financial due diligence (FDD) function to ensure high standards for the ADB's overall financial management performance.

You will:

  • Provide technical guidance, information, analysis and advice on financial management and FDD issues in sovereign operational activities following relevant ADB policies, guidelines and instructions.
  • Support the continuous development and implementation of financial management guidelines and procedures, consistent with ADB's guidelines. These guidelines and procedures are for reviewing Audited Project Financial Statements and Audited Entity Financial Statements (APFS/AEFS), and for monitoring and quality improvement.
  • Advise sovereign operations teams and Resident Missions (RMs) in the development of strategies for financial management in the relevant developing member countries (DMCs).
  • Propose areas for streamlining/automation, in particular to support ADB's digitalization agenda for implementation both in ADB's internal operations and for ADB's borrowers and executing agencies (EAs).
  • Provide technical guidance as member of sovereign operations' project teams on financial due diligence work by:
    • Support or lead financial management assessments of executing and implementing agencies (EAs/IAs), including reviewing prior assessments, evaluating capacities in budgeting, accounting, reporting, auditing, internal controls, information systems, and disbursement arrangements, and determining financial management risks and appropriate mitigation measures.
    • Support the preparation and agreement of cost estimates and financing plan, which are based on verifiable data to support project implementation;
    • Support or lead the preparation of financial projections and conducting financial analyses of the executing and implementing agencies, and incremental recurrent costs, to determine financial sustainability, and reviewing proposed cost-recovery and tariff policies, including affordability;
    • Support/lead the conduct of financial evaluations (financial cost-benefit analyses) including sensitivity analyses of project components that have a full cost-recovery objective to assess project financial viability;
    • Propose mitigation measures to be incorporated in financial covenants when significant risks are identified to project or entity financial sustainability or viability; and
    • Assess and reach an agreement on financial reporting, auditing and public disclosure arrangements for the project, and identifying and agreeing arrangements for receiving financial statements from EAs and IAs.
    • Respond to financial management issues during management and staff review meetings.
  • Participate in project preparation and review missions responsible for financial issues in the processing and implementation of projects and help resolve problems.
  • Conduct /supervise the review of APFS/AEFS for sovereign projects following the internal review process; provide guidance on quality issues in APFS/AEFS and project implementation matters disclosed in the reports.
  • Ensure compliance with ADB's financial management and audit requirements by reviewing, validating, monitoring, and evaluating implementation status of audit recommendations.
  • Ensure quality control of financial management inputs, reports, briefings, presentations, and operational and non-operational documents, including project documents and materials related to APFS, AEFS, and other financial management matters.
  • Assess, design and implement stand-alone and technical assistance related financial management capacity building programs for borrowers, EAs and IAs, supreme audit institutions, private sector auditors, and financial management staff.
  • Undertake knowledge sharing activities and regular communications with counterparts within and outside ADB to stay informed about the latest developments in international and national financial management and analysis practices.
  • Participate in meetings of the Multilateral Development Banks' Heads of Financial Management forum, forums of development partners with the International Federation of Accountants and the International Organization for Supreme Audit Institutions.
  • Oversee the performance of reporting staff and ensure ongoing learning and development.

Qualifications

You will need:

  • Master's degree in Business, Finance, Commerce, or a related field; or University degree and at least 5 years of specialized experience relevant to the position may be considered. Professional accounting qualification from an internationally recognized institution affiliated with IFAC is required.
  • At least 10 years of relevant professional experience in private or public sector financial management or related area with international experience working in several countries, across ADB's DMCs is preferred.
  • Expertise in the field, with experience leading projects and sharing relevant knowledge to benefit the broader ADB community.
  • Written and verbal proficiency in English.
  • Experience mentoring team members, providing guidance on delivery of services.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
