Introduction
The position falls under the development cooperation project “Promoting Decent Work for Syrians under Temporary Protection and Turkish Citizens in Host Communities”. It contributes to the ILO Programme and Budget 2026-2027 Outcome 6 on Protection at work for all and linked to Country Programme Outcome TUR 159. The project is funded by the KfW Development Bank.
The project facilitates the entry of Syrians under Temporary Protection (SuTP) and Turkish citizens into formal employment through labour market information, skills development and access to jobs, financial support to businesses to formalise, and social security contributions.
The project is implemented by the ILO in close cooperation with the Ministry of Labour and Social Security (MOLSS) and employers’ and workers’ organisations in 18 provinces, hosting the highest number of Syrians under Temporary Protection along with selected provinces which were badly impacted by the earthquake in 2023.
The Skills Development Officer will be responsible for managing the component on training for employment, including skills needs assessments for individuals and businesses, career counselling, employer engagement, and skills development for decent work. The position will receive technical guidance from ILO HQ including SKILLS and MIGRANT specialist departments. The Skills Development Officer will be required to collaborate with other projects as might be needed.
- Reporting lines
The Skills Development Officer will report to the Project Manager, under the overall supervision of the Director of the ILO Office for Türkiye.
Description of Duties
- Lead the technical and administrative implementation of the work-based learning programme, and other skills development related activities of the project, including coordinating with implementing partners and consultants as needed.
- Monitor progress of the skills development component through field visits and by preparing, reviewing, verifying and analysing implementing partners’ work-plans, progress reports, final reports, briefing materials and statistical data, as well as analysing results and documenting good practices.
- Support skills need analyses under other components of the project, including work on strengthening enterprises through training.
- Liaise closely with other projects implemented by the ILO and relevant partners to ensure coherence of the skills development activities implemented by the project specifically and the ILO in general.
- Contribute to the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on the status of the overall activities of the Project.
- Undertake missions related to the project's work and/or skills development, for the purpose of monitoring, awareness raising, and information sharing, as needed.
- Brief ILO specialists, partners, visiting officials, when requested, and provide information on programme matters.
- Draft and edit official correspondence, statements and speeches and other public information material.
- Review and analyse information with particular reference to skills and employability produced by the Government, research institutions, universities, UN agencies, international organisations, and external collaborators
- Perform other duties as may be assigned by the Project Manager and the Director of ILO Office for Türkiye.
Required qualifications
Education
First level university degree in labour economic and industrial relations, public policy, development studies or any related field.
Experience
At least two years of professional experience at the national level in the area of skills development and employment. Experience in enterprise development would be as asset as well as experience in working effectively with groups facing vulnerability or disadvantage in the labour market, such as persons with disabilities, refugees, women, and youth. Experience working with the government and ILO social partners, and with development partners would also be desirable.
Technical requirements: Good knowledge of skills development, labour economics, as well as economic developments, poverty reduction, and social policies. Knowledge of the policy making process.
Languages
Excellent command of Turkish and English (oral and written)
Competencies
In addition to the ILO core competencies, Communication, Collaboration, Sensitivity to Diversity, Client orientation, Integrity and transparency, Orientation to learning and knowledge sharing, Orientation to change, takes responsibility for performance and Quality orientation, the following specific competencies are also required for this position.
- Knowledge of programme and budget, project administration, and evaluation concepts and procedures, and of the mandate and structure of labour market institutions in Türkiye.
- Knowledge of ILO’s rules and regulations.
- Good knowledge of the context and challenges refugees and Turkish citizens face in accessing the formal economy
- Ability to communicate effectively both orally and in writing.
- Demonstrated ability to work effectively with a multicultural and interdisciplinary team, as well as to work on his/her own initiative.
- Ability to work independently, quickly, precisely, and take initiative and responsibility.
- Ability to work under pressure and to meet the deadline.
- Proficient in Microsoft Word, Power Point, Excel, web-browsers and database applications.
- Ability to deal with people with tact and diplomacy.
- Ability to work in a multicultural environment and show gender-sensitive behaviour
