Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. The UN Environment Programme’s International Methane Emissions Observatory (IMEO) is a data-driven, action-focused initiative that drives deep reductions in methane emissions– the second biggest contributor to global climate change and a key opportunity to reduce warming in the near-term. IMEO’s mission is to provide the open, reliable, and actionable methane data needed to cut emissions at the speed and scale necessary to achieve the Paris Agreement goals. To do this, IMEO is harnessing a methane data revolution under way thanks to rapidly advancing technology and momentum for methane action. IMEO collects, integrates, and reconciles data from methane-detecting satellites, scientific measurement studies, rigorous industry reporting through the Oil and Gas Methane Partnership 2.0 (OGMP 2.0), and national emissions inventories. These initiatives are game-changers for climate action – and as a core implementing partner of the Global Methane Pledge, IMEO is shaping the future of methane mitigation. The OGMP is a multi-stakeholder partnership working to improve methane emissions reporting. The updated reporting framework (OGMP 2.0), launched in November 2020, is the most ambitious and comprehensive reporting framework for methane emissions from the oil and gas sector. Member companies will report on methane emissions levels from all material sources across the entire oil and gas value chain, including both operated and non-operated assets. OGMP 2.0 is a comprehensive, measurement-based methane reporting framework that standardizes rigorous and transparent emissions accounting practices. OGMP reported data will be integrated by the International Methane Emissions Observatory with other data streams (remote sensing data, scientific measurements data, national inventories). A consultant with strong collaborative, technical, and analytical abilities is needed to support the coordination of OGMP 2.0. The consultant will engage with current and prospective member companies, support OGMP 2.0 communications, assist with the technical Task Forces and Steering Group, in addition to evaluating and providing feedback to member companies’ reporting. The consultant will report to the Head of IMEO. Confidentiality clause. In joining the OGMP 2.0 team, the consultant will be held to strict confidentiality regarding the company data and information the consultant will be handling. Therefore, during the term of the employment and after termination thereof, the consultant undertakes not to reproduce, publish, use, disclose, show or otherwise communicate to any person or entity any of the data and information. This confidentiality clause applies until confidential information becomes publicly available.

Qualifications/special skills

Advanced university degree (Master’s degree or equivalent) in social science, environment studies, international relations, or engineering. (optional) A first-level university degree in combination with five years of qualifying experience may be accepted in lieu of the advanced university degree. At least four years of proven work experience in partnership management and/or methane emissions quantification and reporting. Familiarity with the oil & gas sector and with the UN is a plus.

Languages

English is the working language of UNEP's IMEO. Knowledge of additional languages is an asset.

• Serve as focal point for OGMP 2.0 data analysis o Perform analysis of OGMP 2.0 coverage (production, distribution, transmission, LNG flows etc) o Continue to provide on-going support for changes to the OGMP 2.0 database o Liaise with IMEO senior data analyst and coordinate the response to data analysis requests pertaining to OGMP 2.0 o Support the analysis of companies' data reports and provide feedback accordingly. o Contribute to mentoring and training new OGMP data analysis staff o Contribute to OGMP 2.0 and IMEO annual reports • Provide feedback to the OGMP2.0 companies on their reporting o Provide feedback to the OGMP2.0 companies on their reporting o Contribute to aggregate OGMP2.0 companies’ data to feed into the annual report o Liaise with OGMP 2.0 companies on data which will be shown in the public domain. o Support analysis of emissions, focusing on data patterns, quality gaps, and consistency; identify inconsistencies among and between operator, region, facility type, source type. o Support development of data quality assurance protocols o Support data acquisition from companies through the OGMP2.0 WebApplication • Support OGMP 2.0 MARS data connections o Help upskill the team on OGMP 2.0 and MARS data connections. • Support Data Integration and Digital Products & Data Visualization teams o Help upskill the teams on OGMP 2.0 data o Provide data analytics support, as needed.
