Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment." Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division's OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonAction’s Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. In this context, the Government of Peru, through the Ministry of Production (PRODUCE) and its National Ozone Unit (NOU), in coordination with the United Nations Environment Programme (UNEP), submitted the project entitled “Pilot project to maintain and/or enhance the energy efficiency of replacement technologies and equipment in the context of HFC phase-down (non-investment activities)” as a complementary component to Stage I of the Kigali Implementation Plan (KIP I). The pilot project was approved by the Executive Committee of the Multilateral Fund at its 95th meeting, as reflected in document UNEP/OzL.Pro/ExCom/95/73, with funding of USD 115,000 plus implementing agency support costs with UNEP as a leading implementing agency. This initiative aims to strengthen the regulatory framework, technical capacities, and information mechanisms to integrate energy efficiency criteria and low Global Warming Potential (GWP) refrigerants in the RAC sector, ensuring coherence with the progressive phase-down of HFCs established under the Kigali Amendment to the Montreal Protocol. In light of the foregoing, the recruitment of a National Consultant is required to ensure proper technical and institutional coordination of the activities foreseen under the project, guaranteeing alignment with the national regulatory framework, existing capacities, and country priorities. The National Consultant will provide specialized knowledge of the RAC sector, experience in inter-institutional coordination, and the capacity to engage with competent authorities, training institutes, the private sector, and other key stakeholders. The Consultant’s role is essential to ensure the sustainability of project results, facilitate national ownership of the technical outputs developed, and strengthen local capacities to maintain and enhance energy efficiency throughout the HFC phase-down process. Duties and Responsibilities: the consultant will work in close coordination with the Latin America Programme Officer and the National Ozone Unit of Peru. -The consultant shall provide technical and strategic support for promoting the adoption of low- or zero-GWP refrigerants and maintaining or improving energy efficiency in the RAC servicing sector in Peru. Specifically, the consultant will be responsible for the following actions: - Update and optimize the energy efficiency curriculum for the RAC sector in Peru, incorporating training modules and methodological guidelines for instructors, identifying technical gaps and equipment needs, and aligning training with energy efficiency standards and the use of low-GWP refrigerants. - Develop, validate, and disseminate two complementary guidelines: (i) a specialized technical guide for RAC technicians and (ii) a practical guide for end-users and equipment owners, aimed at verifying energy performance and improving the efficiency of RAC systems. - Design and implement at least three (3) training workshops for trainers and technical instructors in the RAC sector, focused on energy performance verification, diagnosis, and repair of faults affecting energy efficiency. - Provide technical assistance on energy efficiency to end-users in the RAC sector through the development of energy diagnostics that include improvement plans, targeting a total of 15 companies. - Design and implement at least three (3) training workshops for importers, wholesalers, and distributors in the RAC sector, aimed at strengthening capacities on basic operating principles, interpretation of the energy efficiency label, and promotion of energy-efficient equipment using low-GWP refrigerants. - Provide technical and organizational support for the planning, development, and systematization of the National Seminar on energy efficiency and low-GWP alternatives in the RAC sector, promoting knowledge exchange and inter-institutional coordination. - Develop and disseminate printed and/or digital materials to promote the use of energy-efficient RAC equipment operating with low- or zero-GWP refrigerants, targeting end-users, technicians, and consumers, in order to foster informed demand and the adoption of efficient technologies.
Qualifications/special skills
An advanced university degree (master’s or equivalent) in Engineering (preferably Electromechanical, Mechanical, or related fields in technical fields or environmental studies Is Required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. Minimum of 2 years of experience in the HVAC-R (Heating, Ventilation, Air Conditioning,and Refrigeration) sector, including technical service, project development, or capacitybuilding. Is Required Proven experience in developing and delivering training workshops and implementingcommunication campaigns and designing related materials, preferably in technical fields suchas refrigeration, air conditioning, energy-efficient systems, or related field. Is Required Experience coordinating or implementing training programs aimed at enforcement ortechnical personnel. Is Required Familiarity with Montreal Protocol-related substances, their phase-out schedules, and controlmeasures. Is Desirable
