Organizational Setting and Reporting Relationship
The position of Associate Project Officer is assigned in the Human and Social Development Sector Office (SD3-HSD) within the Sectors Department 3. You will be based at our Headquarters in Manila, Philippines.
You will report to the designated technical international staff and/or officer.
Your Role
As an Associate Project Officer, you will support portfolio management, project administration and project processing activities related to loans, grants and technical assistance (TA) projects and knowledge management. You will work independently and collaboratively to perform a full spectrum of operational, analytical, knowledge and other support for the effective functioning of the team. You may also be asked to support budget management, assist in the preparation of sector and thematic knowledge products, and assist in the organization of events and stakeholder engagement activities.
You will:

Support the processing, implementation, administration and self-assessment of investment projects, TA projects and sector work and activities of the human and social development sector office.

Support portfolio management and project administration with tasks including: (i) monitoring the progress of assigned projects and preparing/updating project performance reports (including in eOperations); (ii) preparing annual forecasts of contract awards and disbursement, identifying factors responsible for shortfalls, and expediting achievements of target levels; (iii) identifying issues related to project implementation and taking action in close coordination with executing agencies, implementing agencies, contractors, consultants, and project beneficiaries; (iv) preparing measures and implementing them to address the issues; (v) reviewing procurement documents including draft bidding documents and bid evaluation reports; (vi) preparing project administration documents such as proposals for extension of loan closing dates, reallocation of loan proceeds, and changes in scope and implementation arrangements; (vii) participating in project administration missions (project inception, review, mid-term review, special loan administration missions, and project completion review missions) and supporting country portfolio review missions and tripartite portfolio review meetings led by resident missions whenever required.

Analyze the team's portfolio performance, project administration workload, and provide inputs to senior members of the team. Coordinate with other project administration teams across the sector office and other support departments. Contribute to sector portfolio analysis and reviews.

Contribute to project administration-related reports (e.g., Memorandum of Understanding, mission Aide Memoire, progress reports) and provide analysis on project performance metrics on a regular basis. Ensure quality of documentation and help address project administration red flags for timely corrective actions.

Support the Technical International staff (project team leader/co-team leader) in: (i) reviewing loan/grant/TA processing and administration documents following established quality assurance guidelines and policies; (ii) engaging in dialogue with government officials and key stakeholders, including the private sector and civil society; and (iii) maintaining effective liaison and working relationship with government agencies, development partners, and other stakeholders to facilitate project design formulation and processing, administration, and monitoring of ADB-financed loans, grants, and TAs.

Support project processing activities particularly in designing project implementation arrangements, including preparation of the project administration manual in coordination with relevant members of the OneADB Team.

Organize, contribute to, and participate in meetings, conferences, seminars, workshops, and other knowledge-sharing activities related to the human and social development sector, including contributing to the design of event agendas and leading or coordinating event planning, logistics, and management when assigned.

Contribute to sector-related research, briefing materials and background papers, or other reports on emerging trends in education, health, or social protection.

Working closely with the technical international staff and/or Director, SD3-HSD, support the preparation of work program and budget resource requirements when assigned

If assigned, monitor and report on budget utilization and related issues, contribute to the efficient and effective use of resources, and ensure that any deviations are properly accounted for and justified.

Mentor and support junior team members.

Perform other duties that may be assigned as reflected in the staff's workplan
Qualifications
You will need:
- Bachelor's degree in finance, business administration, public administration, education, public health, or a related field; preferably with advanced training.
- At least 5 years of relevant professional experience in ADB project management and implementation, preferably in the human and social development sector.
- Strong analytical ability to undertake research and analysis, collect and organize data and information, and draft documents.
- Experience and knowledge of various stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management) is desirable.
- Sound knowledge of government administrative systems and procedures.
- Familiarity with accepted best practices of procurement and disbursement processes.

Strong capacity for teamwork. Ability to work collaboratively with teams as a constructive team member, skills to liaise and collaborate with colleagues throughout ADB, and strong willingness and capacity to guide more junior and less experienced colleagues.

Excellent capabilities in relationship management; strong client orientation; effective communication skills; solid strong problem solving and solution-oriented approaches; and strong responsiveness, flexibility, reliability, and professionalism.

Additional Information
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
