The Junior Professional Officer (JPO) supports the implementation of Component 3 of the LIFT Programme (https://gggi.org/gggi-and-sida-launched-the-leveraging-investments-and-finance-for-a-green-transition-lift-initiative/), focusing on the development of green lending portfolios within participating banks and financial institutions. The JPO also provides broader technical and operational support to the team as required. Reporting to the LIFT Programme Lead, the JPO coordinates day-to-day execution of Framework Agreement Sub-Orders with contracted consultancy firms, tracks delivery against milestones at partner banks and FIs, and supports stakeholder engagement, documentation, and reporting across LIFT countries (currently Kenya and Rwanda).

PURPOSE
  • Support implementation of LIFT Component 3 activities on the green landing
  • Coordinate Sub-Order processes with the 3–4 contracted consultancy firms operating under the Framework Agreement.
  • Track deliverables, milestones, and outputs from contracted consultants against agreed timelines, quality standards, and budgets.
  • Maintain technical, contractual, and operational documentation supporting Component 3 implementation with participating banks and FIs.
  • Capture lessons learned and good practices on green lending implementation for replication across participating FIs and LIFT countries.
ENGAGEMENT
  • Liaise with the LIFT Programme Lead on Component 3 workplan execution, risks, and reporting.
  • Coordinate with the 3–4 Framework Agreement consultancy firms on Sub-Order scoping, mobilization, and delivery.
  • Engage focal points at participating banks and FIs to schedule gap assessments, workshops, product pilots, and training activities.
  • Work with GGGI country teams in respected countries on in-country logistics and stakeholder engagement.
  • Liaise with GGGI Procurement on Sub-Order issuance, restricted bidding, contract amendments, and consultant performance records.
  • Coordinate with GGGI Finance on budget tracking, invoice review, and disbursement against Sub-Order milestones.
  • Support engagement with Sida, partner embassies, and donor focal points on reporting, missions, and field visits.
  • Participate in technical review meetings on consultant deliverables (gap assessments, green finance frameworks, product designs, ESRM tools, MRV systems, training packages).
  • Coordinate peer-learning exchanges and knowledge-sharing forums across participating FIs.
  • Represent the LIFT programme in working-level meetings with regulators, DFIs, and partner organizations as delegated by the Programme Lead.
DELIVERY
  • Draft Sub-Order Terms of Reference, restricted bid invitations, evaluation summaries, and contract documentation under the Framework Agreement.
  • Review consultancy deliverables (inception reports, gap assessments, market diagnostics, green finance frameworks, credit appraisal tools, MRV frameworks, training packages) against TOR requirements; flag gaps and follow up with consultants.
  • Maintain a Component 3 delivery tracker covering Sub-Orders, milestones, payments, and FI engagement status across all LIFT countries.
  • Prepare inputs to monthly, quarterly, and annual reports for GGGI management, Sida, and other donors, including data on green loan portfolio growth, ESRM adoption, and capacity-building outputs.
  • Organize technical workshops, training events, and peer-learning forums for participating banks and FIs in coordination with contracted consultants.
  • Take meeting minutes, action logs, and decision records for engagements with FIs, consultants, and donors; track and follow up on assigned actions.
  • Run compliance checks on consultant deliverables against the Green Loan Principles, sustainability-linked loan principles, applicable national taxonomies, and GGGI safeguards.
  • Maintain the Component 3 document library, including Sub-Order files, consultant CVs, deliverables, FI engagement records, and evidence files.
  • Produce knowledge products (case studies, briefing notes, lessons-learned notes) documenting green lending implementation experience across participating FIs.
  • Carry out other related tasks assigned by the LIFT Programme Lead in support of Component 3 implementation.
REQUIREMENTS
QUALIFICATIONS
  • A master’s degree in finance, banking, economics, sustainable finance, environmental management, public policy, or a related discipline.
  • Two years post-graduate work experience in relevant areas. The experience can include internships, volunteering, and unpaid assignments, and can be gained within a candidate’s country or outside.
  • Age 32 or under at the commencement of the program.
  • Relevant experience: exposure to green lending, sustainable/climate finance, ESG, or ESRM through coursework, research, internship, or work experience — in a bank, FI, DFI, central bank, consulting firm, or climate finance programme.
  • Relevant experience: exposure to donor-funded technical assistance projects, framework agreement/sub-order procurement modalities, or coordination of consultancy firms delivering services to financial institutions.
  • Demonstrates commitment and passion to green growth through academic studies and paid/unpaid work experience.
  • A national of GGGI member countries
  • Excellent written and spoken English, French as an advantage
FUNCTIONAL
  • Relevant experience: working knowledge of green finance instruments and standards, including the Green Loan Principles (GLP), sustainability-linked loan principles (SLLP), ESRM/ESG frameworks, national green taxonomies, or MRV systems applied to financial institutions.
  • Relevant experience: familiarity with bank credit processes (origination, appraisal, approval, monitoring) and/or coordination of multi-country, multi-partner technical assistance assignments.
  • Good communication and organizational skills and demonstrated ability to work in a team.
  • Excellent MS Office skills (Word, Excel, PowerPoint); experience with databases, PowerBI, or project management tools is an advantage.
  • Ability to draft clear technical and operational documents (Sub-Order TORs, meeting minutes, progress reports, briefing notes) and to analyze data for reporting.
  • Attention to detail and ability to manage multiple deliverables across countries and partners under tight deadlines.
  • Experience of living and/or working in multi-cultural contexts.
  • Willingness to travel within and outside the duty station, including to LIFT countries, for FI engagements and field activities.
