About this position

We are looking for a motivated, results-driven and client-oriented procurement professional to work in our Corporate Procurement Group, as part of the Budget and Corporate Procurement part of the Budget and Administrative Services Department (BDA). This team provides procurement and contracting services to Bank Departments at Headquarters and Country Offices, including services rendered to IDB Invest under the applicable Service Level Agreement (SLA).  
The consultant is expected to have solid experience in construction, real estate, and infrastructure procurement, with the ability to manage procurement processes for works and related services. 
The consultant is expected to operate with a high degree of autonomy while delivering quality output in a timely manner. The role combines hands-on responsibility for procurement transactions and contracting processes with regular interaction with internal clients to clarify requirements, guide next steps, provide practical advice throughout the procurement cycle, and ensure appropriate follow-through on contract-related actions.

What you’ll do

  • Help deliver corporate procurement services on time and in line with established policies, guidelines, and procedures.
  • Manage procurement processes for goods and services, including RFPs, evaluations, contract documentation, negotiations, and contract administration, with a focus on construction, infrastructure, and related services.
  • Advise on RFP processes, including procurement plans, timelines, RFIs, evaluation methods, non-price criteria, risk assessments, and contract negotiations.
  • Support vendor selection by coordinating and facilitating evaluations, including product demonstrations, proof-of-concept activities, and due diligence workshops.
  • Work with internal clients to define business needs, advise on procurement strategies and requirements, align documentation and timelines, manage risks, and ensure follow-through throughout the procurement and contract management cycle.
  • Review Terms of Reference (TORs), Statements of Work (SOWs), and technical specifications.
  • Support process improvements to enhance the responsiveness and continuity of procurement services.
  • Conduct market research to stay current on construction and infrastructure trends, including supplier capabilities, pricing, and market conditions.
  • Support the collection, quality control, and use of procurement data to improve reporting, transparency, service monitoring, and client advisory services.

What you'll need

Education: Master’s degree in Business Administration, Procurement, Finance, Law, Project Management, or other relevant fields. Certified Procurement Manager (C.P.M.) and/or Certified Professional in Supply Management (C.P.S.M.) is a plus.

Experience:

  •  At least 5 years of experience in procurement, strategic sourcing, contract management, project management, or related fields.
  •  Demonstrated experience in construction, infrastructure, real estate, or facilities-related procurement.
  •  Demonstrated experience managing end-to-end procurement and contracting for goods and services, including risk management, contract administration, and supplier relationship development.
  •  Experience with procurement systems, reporting tools, SAP, or analytics to support planning, tracking, and management reporting is highly desirable.
  •  Experience in commercial negotiations, supplier engagement, and procurement decision-making supported by sound analytical judgment is desirable.

Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration

•    Consultant: International consultant Full-Time, XX months (up to 48 months, subject to eligibility).
