In pursuit of this mandate, UN Women supports the delivery of programmes and services that respond directly to the needs, rights, and lived realities of women and girls, particularly in field settings where access to safe and inclusive services can be limited. In that context and in line with the Jordanian National Action Plan (JONAP II) to Implement the UNSCR 1325 on Women, Peace, and Security, UN Women is planning to procure mobile caravans to support safe, accessible, and gender-responsive service delivery for women and girls in field locations. Caravans may serve as mobile safe spaces, outreach units, case management points, or other operational facilities. Given the technical complexity of caravan design and the critical importance of women’s safety, privacy, and dignity, UN Women requires specialized expertise to support the procurement cycle. UN Women will lead and manage the procurement process in full compliance with UN Women’s Financial Regulations and Rules (FRR), while the consultant acts as a specialized technical member of the project team, providing expert input, technical review, and quality oversight.

The consultant will report to the Programme Specialist and will be supported by Programme Analyst, who will be the point of contact on the contract and payment issues. 

Description of Responsibilities/ Scope of Work 

Objective of the Assignment 

Provide specialized technical expertise to support UN Women throughout the procurement, delivery and installation of the mobile caravans: particularly on the design, technical specifications preparation, estimation of cost, tender evaluation as an member, installation, quality control, and delivery, while ensuring compliance with HSE requirements and that the caravans are safe, appropriate, and responsive to women’s needs in the field. Procurement authority remains fully with UN Women.

Scope of Work 

The consultant serves as a technical advisor and evaluator within the project team, and is responsible for:

     1. Inception & Design:

  • Review and validate the technical concept, drawings and layouts.
  • Conduct risk assessment and mitigation measures
  • Ensure alignment with operational requirements

   2.  Technical Specifications & BoQ inputs:

  • Develop procurement-ready, generic technical specifications and terms of references, ensuring full alignment with UN Women procurement principles and competitive bidding requirements.
  • Define minimum technical requirements, including materials, structural elements, insulation, safety, mobility, and functional performance criteria.
  • Prepare and structure a Bill of Quantities (BOQ) as part of the procurement strategy, including market-based inputs derived from market analysis and cost benchmarking.
  • Support cost estimation and price reasonableness analysis through review of market trends and comparable solutions.
  • The final BOQ, together with the market-based cost estimate, will serve as a key input for procurement documentation, budgeting, and cost estimation purposes.

  3. Tendering Support:

  • Respond to bidder technical clarifications 

  4. Evaluation Support:

  • Support the nominated committee and participate as member in technical evaluation committee
  • Provide technical clarification (non-voting role)

  5. Post Award Technical Support

  • Support the contract commencement and technical handover to the selected supplier
  • Participate in kick-off and technical coordination meetings
  • Provide advisory input on the contractor’s workplan, timeline, and implementation approach
  • Participate in site visits and inspections to verify compliance with technical specifications and (BoQ)
  • Provide technical observations and recommendations during implementation
  • Support final inspection and handover validation
  • Provide regular updates on implementation progress through weekly and monthly reporting.
  • Support the contract commencement and technical handover to the awarded bidder

Required Qualifications:

Education and Certification:
 

  • Master’s degree or equivalent in Civil Engineering, Construction Engineering, Mechanical Engineering, Industrial Engineering, or a closely related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree is required.
  • Certification or formal training in Project Management, Quality Assurance/Quality Control (QA/QC), Health, Safety and Environment (HSE), or Procurement Technical Evaluation is an asset.

Experience:

  • At least 5 years of progressively responsible professional experience in engineering design, technical specifications development, construction management, quality assurance/control, and technical evaluation of infrastructure, modular units, prefabricated structures, or mobile facilities is required.
  • Proven experience in the design, fabrication, specification, evaluation, and/or quality oversight of caravans, modular buildings, mobile units, or similar prefabricated structures is required.
  • Experience providing technical advisory support during procurement processes, including preparation of technical specifications, Bills of Quantities (BoQs), cost estimation, and technical evaluation of bids is required.
  • Experience working with UN agencies, international organizations, or development actors in a similar technical advisory or quality oversight role is required.
  • Experience in women‑safe design principles, accessibility standards, HSE requirements, and safeguarding considerations integrated into infrastructure or service delivery facilities is an asset.

Languages:

  • Fluency in Arabic and English is required.
