Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence.

In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of the front line they are on.

We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.

Purpose

The Data & Analytics Officer supports the implementation and monitoring subset of data management processes within the métier, contributing to evidence-based decision-making and continuous improvement in data quality, data entry practices, and analytical outputs.
The position contributes to maintaining data consistency and compliance with organizational standards by supporting established workflows and assisting teams in the correct use of data management tools and procedures.
The Data & Analytics Officer provides technical support on data-related processes and contributes to the preparation of analytical outputs that support programme planning, monitoring, and reporting, while assisting in initiatives aimed at strengthening data practices within the Protection department.

Accountabilities & functional responsibilities

  • Understands and applies organizational guidance, workflows, and data entry procedures to ensure data integrity and compliance with relevant to contextual specificities of different files and works on continuous improvement thereof alongside the Protection Data team.
  • Ensures that all protection-related data is collected, entered, and stored in compliance with data integrity, data protection, and security policies
  • Maintains data management documentation, ensuring alignment with established procedures.
  • Conduct regular data quality checks in the area designated by the manager or/and the work needs at a certain stage, including cleaning, translating, identifying, and correcting inaccuracies, inconsistencies, or missing information
  • Assists in the development, maintenance, and application of data quality monitoring processes and tools (e.g. dashboards, reports, views, and trackers) and contributes to the automation of routine data quality controls where appropriate.
  • Monitors data quality and identifies recurring errors, reporting gaps, and areas requiring additional controls, and supports the development of monitoring tools and reports to address them
  • Crosschecks incoming information, compiles, verifies accuracy and follows-up on incomplete or incorrect documents/information
  • Cleans/prepares raw data for data entry and liaises with relevant colleagues, in consultation with line manager if necessary, for clarification on received data
  • Performs data entry and updates for any type of cases within due time
  • Ensures individual cases/activities are properly shared via interoperability (import/export) when applicable or requested
  • Contributes to the development and refinement of Views, Dashboards, and Reports, ensuring data is presented in a clear, consistent, and actionable format that supports qualitative analysis and operational follow-up by Protection teams.
  • Assists Protection file holders in reflecting on their performance measures, improvements in the functional area of expertise and provides ongoing support with data and analysis
  • Uses database and analytical tools (e.g. Prot6 Query and Report Builder, SQL Server Management Studio, Excel Power Query) to extract, aggregate, analyze, and update data, supporting both analytical outputs and data corrections.
  • Supports the line manager in preparing ad-hoc and regular data reports
  • Provides statistics on protection activities for internal/external reporting and ad-hoc figures for internal use and contributes to the field operations, PfR, MfR and other ad hoc reports for all data related matters
  • Identifies data trends that are otherwise not readily visible, communicates findings and makes recommendations to the line manager

Relationships

  • Internally, interacts with protection staff, may interact with other ICRC departments based on needs.
  • Externally, may interact with counterparts in National Societies, external stakeholders and beneficiaries.

Certifications / Education required

  • University degree or equivalent.
  • Knowledge of SQL, Visual Basic programming language and statistical packages is an asset.
  • Excellent computer proficiency, including Microsoft Office Suite (Excel / Access / Word / Powerpoint).
  • Excellent command of English and Fluent in Arabic.

Professional experience required

  • Typically, 3–5 years overall professional experience.
  • Minimum 2 years’ experience in a similar field.
  • Previous experience with databases and data management (specialized software).
  • Ability to interact effectively with data users, managers and other stakeholders.
