The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low- and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Position Overview

Papua New Guinea has made significant investments in its health sector, with the Expanded Program on Immunization (EPI) remaining a national priority supported by the Government, GAVI, and development partners. A key opportunity exists to strengthen the connection between technical program planning within NDOH and the broader government budgeting process, where programs, finance teams, and central agencies have not always operated through a fully coordinated framework. When these functions are not well aligned, it can result in a cycle where priorities, budgets, and implementation are insufficiently connected — contributing to delays in resource release and procurement.

CHAI PNG is seeking a Health Financing Consultant to provide short-term, embedded technical assistance to the EPI program at NDOH. The consultant will work closely with the NDOH EPI program and finance teams to strengthen budget execution and coordination, improve evidence-based planning and costing, and support NDOH in engaging more effectively with central government agencies on resource allocation for the EPI program.

Reporting to the Program Manager, EPI, the Health Financing Consultant will support NDOH in strengthening the planning, budgeting, and coordination systems that underpin effective EPI program delivery. The consultant will be embedded within the NDOH EPI Program and will work day-to-day alongside NDOH staff to advance budget execution and coordination activities. The consultant will provide hands-on support to NDOH staff during routine budget preparation, budget monitoring, and expenditure review processes while strengthening internal capacity to manage these functions independently.

Responsibilities
  • Map the NDOH and Treasury budget cycle, identify critical decision points, and co-develop a consolidated annual planning and budgeting calendar to guide all EPI program and finance interactions.
  • Facilitate routine coordination mechanisms between NDOH, Finance, and the Department of Treasury to resolve planning, budgeting, and execution bottlenecks in real time.
  • Map programme-finance workflows and gaps at central and sub-national levels, and co-design coordination protocols with clear ownership of fund-release and requisition processes.
  • Support the EPI program to develop fully costed annual operational plans, prepare budget submissions and supporting documentation, and translate agreed priorities into evidence-based budget packages for Treasury.
  • Audit the procurement planning cycle, identify root causes of delays, and develop a procurement calendar and fund-release checklist in collaboration with the finance team.
  • Build NDOH staff capacity in budget preparation, budget tracking, fund-flow monitoring, and financial reporting, and provide coaching and mentorship to senior program officers on budget management, budget engagement, and advocacy with Treasury and donors.
  • Support routine budget monitoring and expenditure reviews with NDOH staff, including analysis of budget performance, identification of spending bottlenecks, and development of corrective actions to improve budget execution.
  • Prepare regular progress updates for the CHAI Program Manager (MCH) and support any additional planning and coordination activities as agreed with NDOH and CHAI.
Qualifications
  • Degree in Finance, Public Health, Health Economics, or a related field; advanced degree is an advantage.
  • Minimum of 6 years of relevant experience in health programme finance, public financial management (PFM), or health systems strengthening, with direct experience in EPI or immunization programmes a strong advantage.
  • Demonstrated experience strengthening planning, budgeting, and coordination systems within a government health program in a low- or middle-income country context.
  • Hands-on experience with operational costing, annual implementation planning (AIP), procurement planning, and fund-flow management at central and sub-national level.
  • Proven ability to use programme data to develop evidence-based budget submissions and investment cases for government and donor audiences.
  • Experience supporting capacity building and skills transfer within government institutions, with the ability to build trusted working relationships with counterparts.
  • Strong analytical skills with proficiency in Excel-based financial modelling and budgeting tools.
  • Excellent written and oral communication skills in English; ability to produce clear, concise documents for government and donor audiences.
  • Ability to work independently and deliver high-quality outputs within tight timelines.
  • Experience working with government, development partners, and donors in Papua New Guinea is highly desirable.
