Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence.

In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of the front line they are on.

We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.

Purpose

The GSS HR Shared Services (GSS HRSS) is a unit based in Global Hub – Manila, operating under the Support and Digital Transformation (SDT) of the International Committee of the Red Cross (ICRC).

GSS HRSS provides a wide range of HR services to support ICRC’s operations in deploying its workforce to the field & headquarters and in accompanying their administrative journey in the organization. It is comprised of different services for employees under Swiss contract, such as Deployment, Rewards, Payroll, Personal & Profession Information (PPI) administration, Staff Health Support Services (SHSS), and Offboarding. GSS HRSS also extends its services to the entire workforce of the ICRC through iDevelop request processing, and to the employees under resident contracts for the administration of their International Retirement and Savings Plan (IRSP).

The Business Transformation Team (BTT) of GSS HRSS drives innovation in business projects and solutions and effectively oversee new processes, improvements, and transformations.

Within the BTT, the Training & Knowledge Management Officer contributes to the development and implementation of a strengthened knowledge management and training capability for HRSS. They drive and implement learning and knowledge management program strategy to ensure the right people have the right skills and information at the right time to perform effectively and consistently.

Accountabilities & functional responsibilities

  • Oversees the formulation and deployment of global learning and knowledge strategies and priorities for HRSS.
  • Defines, coordinates, and advises on strategies and programmes related to onboarding of new métiers staff, mentoring, career development, and learning paths.
  • Oversees, supports, evaluates, and recommends improvements to all activities and events related to training, development, and knowledge sharing.
  • Designs, develops, updates, and delivers blended and digital training courses for HRSS.
  • Ensures training content aligns with approved procedures and standards, in coordination with SMEs and BPOs.
  • Develops and maintains training materials and learning resources in collaboration with internal trainers and learning specialists.
  • Contributes to the evaluation and continuous improvement of training programmes.

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments
  • Takes responsibility for their own professional learning and development
  • Participate in projects
  • If necessary and upon request, provide ad hoc administrative tasks for the unit or department
  • Being proactive with continuous improvement propositions for the team’s management processes

  • University degree or equivalent experience.
  • Good command of English and either French, Arabic or Spanish.
