Background:
NRC has been working to support conflict- and displacement-affected people in Ukraine since 2014, scaling up the response following the escalation of the conflict in February 2022.
In 2025 NRC supported 341,645 people across Ukraine through the provision of legal aid, protection, education, shelter, water and sanitation, livelihoods and multi-purpose cash assistance interventions. NRC works in areas with high severity of needs in the east, south and north of the country. NRC works increasingly with local actors, ranging from local NGOs, but also with local authorities, the private sector, academia, among others, to ensure the sustainability of the response.
NRC operates one of the largest cash programs in Ukraine, having reached over 500,000 individuals. Cash assistance is provided through a digital outreach platform allowing for country-wide reach with a small team footprint, allowing for the distribution of cash at scale in hard-to-reach areas and underserved locations away from the frontlines simultaneously. NRC also provides emergency cash assistance to households affected by the conflict primarily through shelling or displacement. The Cash Team additionally supports other sectors in the development and deployment of sectoral cash programming, leveraging NRC’s data and cash payment processes to achieve greater economies of scale.
