Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environmental and sustainable development objectives. The UNEP Regional Office for West Asia (ROWA), based in Beirut, Lebanon, provides technical support and policy advice to countries in the region to help achieve their environmental goals and sustainable development priorities. The Kuwait Environment Public Authority (KEPA), in cooperation with the United Nations Environment Programme (UNEP), is undertaking an assignment to support the development of a unified and implementation-oriented National Waste Management Strategy for the State of Kuwait. The assignment aims to strengthen the strategic, institutional, and regulatory foundations for waste management in Kuwait by consolidating existing national waste management strategy documents, harmonising objectives and performance indicators, developing a practical roadmap/action plan, and supporting internal capacity related to policy and regulatory design. The assignment is structured around three main phases: 1. Phase I – Consolidation of the Unified National Waste Management Strategy This phase focuses on reviewing and consolidating the existing National Waste Management Strategy documents into one unified, coherent, and methodologically sound strategy. 2. Phase II – Preparation of the Roadmap / Action Plan This phase focuses on translating the Unified National Waste Management Strategy into a practical roadmap/action plan, including obligations, responsible entities, KPI categorisation, sequencing, and high-level monitoring arrangements. 3. Phase III – By-laws and Regulatory Framework Support This phase focuses on strengthening KEPA’s internal policy and regulatory design capacities and supporting KEPA counterparts in interpreting technical requirements and policy options relevant to regulatory development. UNEP seeks to recruit a Waste Management Expert to provide technical, analytical, drafting, and advisory support for the delivery of the agreed outputs under the three phases, in close coordination with KEPA and under UNEP supervision. The objective of this assignment is to support UNEP and KEPA in consolidating the existing National Waste Management Strategy documents into a single Unified National Waste Management Strategy, preparing a practical Roadmap / Action Plan, and supporting KEPA’s internal policy and regulatory capacity through advisory and knowledge-support activities. The expert will provide technical, analytical, drafting, and advisory support. Duties and Responsibilities: Under the direct supervision of the designated Programme Management Officer at UNEP ROWA, the selected consultant will carry-out, inter alia, the following duties and responsibilities for each of the four projects detailed previously: 1. Phase I – Consolidation of the Unified National Waste Management Strategy The expert shall: -Review the existing NWMS documents, including the 2022 and 2024 versions, and any relevant supporting materials provided by KEPA and UNEP. -Prepare an inception and methodology report setting out the proposed approach, data requirements, workplan, consultation approach, and key assumptions. -Conduct a comprehensive technical review of the existing strategies to identify overlaps, gaps, inconsistencies, and areas requiring harmonisation. -Conduct a baseline data validation and gap assessment based on available data provided by KEPA, including identification of outdated, incomplete, or inconsistent datasets. -Review and harmonise strategic objectives, targets, and KPIs. -Develop a KPI Review and Harmonisation Matrix. -Conduct a high-level target plausibility review considering data availability, institutional readiness, infrastructure capacity, and general resource considerations. -Prepare the Draft Unified National Waste Management Strategy. -Support stakeholder consultation by preparing technical inputs, participating in consultation discussions as required, and documenting comments received. -Support UNEP and KEPA in identifying two to three priority areas for advisory support, to be agreed between UNEP and KEPA. -Prepare the Final Unified National Waste Management Strategy incorporating agreed feedback. -Prepare presentation materials for a knowledge-sharing / presentation session for KEPA stakeholders on the final Unified Strategy.
Qualifications/special skills
Advanced university degree (master's degree or equivalent) in Waste management, Environmental engineering, Environmental policy, Environmental management, Circular economy, public policy, Sustainable development, or another relevant discipline is required. A first-level university degree (bachelor's degree or equivalent) in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree. At least 10 years of professional experience in waste management policy, strategy development, environmental governance, circular economy, or related fields is required Demonstrated experience preparing national or sectoral strategies, implementation roadmaps, or action plans is required. Strong technical writing and analytical skills is required. Strong understanding of waste management systems, waste hierarchy, circular economy, and institutional implementation challenges is required. Experience with waste management indicators, KPI frameworks, monitoring and evaluation, or performance tracking is required. Experience supporting institutional coordination and stakeholder consultation processes is required. Experience in policy or regulatory advisory work, provided it is within a technical advisory capacity is an asset. Experience in the Gulf region or similar national waste management contexts is an asset. Experience working with government institutions, international organizations, or UN-supported projects is required.
Languages
Fluency in written and spoken English and Arabic is required.
