Overview of position
  • Our clients Engineering and Facilities Management Section (EFMS) is responsible for ensuring that engineering and construction activities are implemented in accordance with approved technical specifications, quality standards, occupational safety requirements and United Nations policies. This includes civil works, roads, drainage systems, buildings, utilities, prefabricated structures, camp infrastructure, maintenance works and physical security projects supporting mission operations.

  • To strengthen quality management and occupational safety performance across engineering projects, our client requires a Civil Engineer – QA/QC to provide quality assurance, quality control and occupational safety and health oversight throughout project implementation. The position supports compliance with technical requirements, construction quality standards, risk management practices and UN Occupational Safety and Health (OSH) procedures while promoting safe working environments for personnel, contractors and mission assets.

Role objectives

The Civil Engineer – QA/QC will provide technical oversight of quality assurance, quality control and occupational safety compliance activities for engineering and construction projects. The incumbent will:

  • Ensure civil works are implemented in compliance with approved drawings, specifications, quality standards and contractual requirements.

  • Verify quality of materials, workmanship, testing and construction activities.

  • Monitor implementation of inspection and testing procedures throughout project execution.

  • Identify, document and track non-conformities, defects and corrective actions.

  • Support implementation of United Nations Occupational Safety and Health policies and procedures.

  • Monitor construction site safety performance and contractor compliance with safety requirements.

  • Support incident investigations, hazard reporting and corrective action management.

  • Maintain quality and safety documentation, records and reporting systems.

  • Promote continuous improvement in quality performance, safety awareness and risk mitigation.

Expected output:

Quality Assurance and Quality Control

  • QA/QC procedures, inspection and test plans (ITPs), checklists and quality records implemented and maintained.

  • Civil works inspections completed and documented.

  • Material approvals, testing records and quality verification activities reviewed and filed.

  • Compliance with approved drawings, specifications, BOQs, SOWs and method statements verified.

  • NCR registers maintained and corrective actions monitored through closure.

Construction Inspection and Testing

  • Inspection records maintained for earthworks, drainage, roads, concrete works, reinforcement, masonry, foundations, prefabricated structures and building works.

  • Laboratory and field testing activities witnessed, reviewed and documented.

  • Measurements, quantities, dimensions, alignment and workmanship verified before acceptance.

  • Contractor quality documentation reviewed and maintained.

Occupational Safety and Health Compliance

  • Routine safety inspections conducted and documented.

  • Contractor compliance with Health and Safety Plans, Job Hazard Analyses (JHAs), Risk Assessments and Permit-to-Work systems monitored.

  • Hazard observations, unsafe conditions and safety deficiencies identified and reported.

  • Accident, incident, near-miss and hazard investigations supported and documented.

  • Corrective and preventive actions monitored through implementation and closure.

OSH Reporting and Monitoring

  • OSH-RS reports reviewed, submitted and monitored.

  • Incident and hazard records maintained within established reporting requirements.

  • Safety performance statistics and trend analyses prepared.

  • Toolbox talks, safety briefings and awareness activities documented.

  • Monthly safety performance reports prepared and submitted.


Project reporting

The Civil Engineer – QA/QC will report to the Civil Engineer, Chief Engineer, EFMS, or designated supervisor. Reporting requirements include:

  • Daily and weekly QA/QC inspection reports.

  • Inspection and Test Plan (ITP) records.

  • Material approval and testing documentation.

  • Non-Conformance Reports (NCRs) and corrective action logs.

  • Site inspection records and photographic documentation.

  • Weekly QA/QC summary reports.

  • OSH inspection reports.

  • Incident, accident, hazard and near-miss reports.

  • OSH-RS reporting records and statistical summaries.

  • Monthly safety performance reports.

  • Contractor quality and safety compliance assessments.

Reports shall be prepared and maintained in accordance with EFMS procedures, project requirements and United Nations quality and occupational safety standards.

Key competencies

      Qualifications:

      • First-level university degree in Civil Engineering or related field (required).

      • Advanced university degree (Master's degree or equivalent) in Civil Engineering, Construction Management, Architecture or related field (desired).

      • Additional certification in Occupational Safety and Health, Construction Safety or equivalent is highly valued (desired).

      Other qualifications:

      • Ability to prepare inspection records, maintain registers, use Microsoft Office applications and interpret engineering drawings and specifications (required)

      • QA/QC certification, materials testing certification, concrete technology certification, soil testing certification or additional occupational safety qualifications (desired).

      Years’ experience:

      • Minimum three (3) years of progressively responsible experience in civil engineering, construction supervision, QA/QC, materials testing and occupational safety and health management (required)

      • Experience in QA/QC activities including inspection reports, ITPs, material approvals, NCRs and corrective action tracking is required. Experience conducting safety inspections, incident investigations, hazard assessments and contractor safety monitoring  (required).

      • Experience with earthworks, compaction, drainage, concrete, reinforcement, roads, buildings, prefabricated structures or camp infrastructure (desired).

      • Experience implementing occupational safety management systems and construction safety programmes. Experience with UN occupational safety procedures and OSH-RS reporting systems (desired).

      Geographical experience:

      • Experience supporting construction, inspection and safety activities in field-based operational environments (required)

      • Experience in military, humanitarian, peacekeeping, post-conflict, remote, hardship or high-risk operational environments. Experience within international organizations is desirable (desired).

      Languages:

      • Fluency in written and spoken English (required)

      • Knowledge of French and/or Spanish  (desired).

      Team management

      The position does not have direct line-management responsibility for permanent personnel. However, the incumbent will:

      • Monitor and coordinate quality and safety activities involving contractors, foremen and construction personnel.

      • Coordinate inspections with civil engineers, WATSAN teams, electrical teams and other EFMS units.

      • Review contractor compliance with approved quality and safety requirements.

      • Provide technical observations and recommendations related to quality assurance and occupational safety performance.

      • Support contractor performance evaluations through quality and safety monitoring activities.

      The role requires frequent interaction with contractors, supervisors, technical teams and mission safety personnel involved in engineering and construction activities.


      Further information
      • The position supports quality assurance, quality control and occupational safety compliance activities across all engineering and construction projects undertaken by our client.

      • Regular site inspections and field visits to active construction, maintenance and infrastructure projects are required.

      • The incumbent will be expected to conduct quality inspections, safety inspections, testing verification activities and hazard assessments under operational field conditions.

      • The role requires active use and monitoring of the United Nations OSH Incident and Hazard Reporting System (OSH-RS).

      • The position supports accident, incident, near-miss and hazard reporting, investigation and corrective action management processes.

      • Strong coordination with contractors, engineering personnel, OSH personnel and multidisciplinary technical teams is required.

      • The incumbent must be capable of maintaining accurate quality and safety records, technical documentation and reporting databases.

      • A valid driving licence is desirable.

      • The position contributes directly to improving construction quality, reducing operational risks and promoting a safe working environment across our clients engineering activities.
