Mission and objectives

UNDP is the knowledge frontier organization for sustainable development in the UN Development System. It serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a continuous spectrum of in-depth local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

The United Nations Guiding Principles on Business and Human Rights (UN Guiding Principles) is widely recognized as the most authoritative, normative framework guiding efforts to reduce or eliminate the adverse impact of business operations on human rights. Experts have described it as the single most important innovation in promoting sustainable business practices in the last 25 years – a role that is reinforced by its inclusion as one of the Means of Implementation of the 2030 Agenda for Sustainable Development (2030 Agenda).

Context

The SEEDS2 Project operates in a complex and dynamic environment requiring strong monitoring, reporting, and results-based management (RBM) systems. The project is supported by multiple development partners, including the Government of Japan and requires high quality and timely reporting aligned with UNDP corporate standards and donor requirements.

Under the direct supervision of the project Chief Technical Advisor (CTA), the International UN Volunteer (Japanese) Reporting/Monitoring Officer will support the implementation of monitoring and evaluation frameworks and ensure timely, accurate and high-quality reporting of project results.

The assignment contributes to strengthening accountability, improving data-driven decision making and enhancing donor visibility and communication.

Task description

Within the delegated authority and under the supervision of the project’s Chief Technical Advisor (CTA) the International UN Volunteer will undertake the following tasks:

A. Monitoring and Evaluation Support
• Support the development and implementation of the Strengthening Ethiopia’s Elections for Democratic Sustainability ( SEEDS2 ) Monitoring and Evaluation (M&E) Plan in line with UNDP Results-Based Management (RBM) guidelines.
• Track progress against project indicators, Results and Resources Framework (RRF), and Annual Work Plans.
• Maintain and regularly update monitoring tools, including risk logs, issue logs, and performance tracking systems.
• Support data collection, verification, and analysis to ensure accuracy and reliability of project results.
• Support Project's mid-term evaluation and review of result indicators.

B. Reporting and Documentation
• Prepare and contribute to:
o Weekly and monthly progress updates
o Quarterly and annual project reports
o Donor reports (particularly for the Government of Japan)
o Ad hoc briefing notes, analytical reports and presentations
o Collection, review and finalization of reports from the General elections, and analysis impact of SEEDS activities in line of the Project results framework
• Ensure all reporting complies with UNDP corporate standards and donor requirements.
• Support preparation of Results-Oriented Annual Reports (ROAR) and other corporate reporting tools.

C. Results-Based Management (RBM) and Quality Assurance
• Ensure alignment of project activities with RBM principles and UNDP policies.
• Support quality assurance of project outputs, indicators, and reporting narratives.
• Assist in the development and refinement of logframes, indicators and performance tracking mechanisms.

D. Knowledge Management and Communication
• Support documentation of lessons learned, best practices, and success stories, including lessons learnt from the 7th general elections held on 1 June
• Contribute to knowledge products, including briefs, case studies, and presentations.
• Coordinate with communication teams to ensure visibility of project results.

E. Coordination and Stakeholder Engagement
• Liaise with project partners, including NEBE and other stakeholders, on monitoring and reporting requirements.
• Support coordination with donors and contribute to donor visibility efforts.
• Participate in UNDP M&E and programme coordination meetings.
