The Malteser International team provides technical guidance and oversees the management and administration of the partner-implemented projects in Syria. MI is responsible for the procurement of the main medical supplies, the reporting and application, as well as the quality assurance. In addition to implementing humanitarian and transitional aid projects, Malteser International´s strategic objective is to strengthen civil society structures in Syria. Malteser International focuses on Syria in the sectors of health, livelihoods, protection, and social cohesion.
For its work in Damascus, Syria, Malteser International is looking for a motivated HR Officer – National Position.
The HR Officer is responsible for supporting the implementation of human resources functions within the Country Office, ensuring efficient HR administration, recruitment, employee relations, payroll support, and compliance with organizational policies and national labor regulations.
Your responsibilities:
- Maintain employee personnel files, HR records, contracts, and related documentation
- Support payroll administration, attendance tracking, leave management, and employee benefits
- Coordinate recruitment processes, onboarding, and offboarding activities
- Support performance management, staff development, and training initiatives
- Ensure compliance with HR policies, safeguarding requirements, and organizational procedures
- Follow up on employee registration, deregistration, and documentation with social security and labor authorities
- Monitor compliance with Syrian labor legislation and maintain all statutory employee records and government-related HR documentation
Your profile:
- University degree in Human Resources, Business Administration, or a related field
- Minimum 3 years of relevant experience in Human Resources
- Experience in HR administration, recruitment, personnel management, and payroll support
- Good knowledge of Syrian labor legislation and social security procedures
- Fluency in Arabic and English, both written and spoken
- Proficiency in MS Office applications and other common office software
- Strong communication, organizational, and interpersonal skills, with attention to detail and a high level of cultural sensitivity
