The Role
At Last Mile Health (LMH), we champion sustainable, government-led health systems. Do you have experience navigating legislative policy, national budget advocacy, and public health financing? If so, you may be our next Strategic Policy Advisor for Liberia.
The Strategic Policy Advisor will report directly to the Senior Director, Health System Strengthening, for day-to-day program implementation and in-country government engagement, and with a dotted-line management relationship to the Director of Health Financing for technical mentorship and management.
Last Mile Health’s Health Systems Strengthening (HSS) team is a multidisciplinary team that works in partnership with our country teams to design, scale, strengthen, and sustain government-led community health systems, and amplify that work globally. They will engage frequently with global and country teams to ensure cross-country learning.
The Strategic Policy Advisor will be embedded within the Liberian Legislature, working closely with legislative committees responsible for health, public accounts, and budget oversight. The Strategic Policy Advisor will provide technical expertise to support evidence-informed policymaking, strengthen parliamentary oversight of community health financing, and advance legislation and budget allocations that secure sustainable domestic financing for Liberia’s community health program.
The Strategic Policy Advisor will serve as a bridge between the Legislature, Ministry of Health, Ministry of Finance, and development partners, ensuring that community health priorities are reflected in national policies, budget decisions, and accountability processes.
The role will contribute to Liberia’s broader efforts to strengthen primary health care financing and support regional initiatives such as Africa Frontline First, which promotes the expansion and professionalization of community health workers across Africa.
This is a fixed-term role, based in Liberia and open to candidates who are Liberian nationals currently located in Liberia.
Duration: Two (2) years
What you’ll do
- Conduct analysis of national health budgets, public expenditure reports, and financing trends related to community health and primary health care.
- Provide technical briefs and policy notes to legislative committees reviewing health sector appropriations and budget proposals.
- Support legislative review of proposed laws, amendments, and policy frameworks related to health financing and community health systems.
- Develop evidence-based recommendations to inform parliamentary decision-making on resource allocation for community health.
- Support legislative committees during national budget hearings involving the Ministry of Health and the Ministry of Finance and inform key policy decisions.
- Support LMH’s country and global policy and advocacy efforts, including generation and packaging of evidence.
- Assist legislative committees in monitoring budget execution and public expenditure in the health sector.
- Develop tools or dashboards to track government commitments to community health financing.·
- Support parliamentary inquiries, hearings, or briefings on the implementation of community health policies and programs.
- Facilitate evidence sharing between legislative committees and relevant government institutions.
- Analyze and identify policy options for increasing domestic financing for community health.
- Support the drafting or review of legislation, policy proposals,or budget amendments that strengthen community health financing.
- Provide technical inputs to legislative discussions related to health insurance, fiscal transfers, or innovative financing mechanisms.
- Contribute to the development of investment cases and policy briefs demonstrating the economic value of community health systems.
- Develop policy briefs, analytical reports, and technical presentations for legislative and policy audiences.
- Document lessons and insights from Liberia’s experience in strengthening community health financing.
- Develop an innovative financing readiness assessment for Liberia.
- Contribute to LMH cross-country convenings and broader health financing knowledge agenda and cross-country learning.
What you'll bring
- Master of Arts/Science in economics, public health, international development, political science, or related field, or Bachelor of Arts/Bachelor of Science with relevant experience.
- Relevant graduate-level training in economics, health financing, health policy, public affairs, international development, or public health.
- A minimum of 2 years of work experience in economics, health economics, public policy, health financing, or public health, in partnership with government counterparts or other policymakers, or a minimum of 1 year with a graduate degree.
- Professional work experience in health policy, financing, governance, health economics, and health systems strengthening is required; experience working in Liberia is an asset.
- Experience and knowledge related to the technical components of health financing (e.g., costing and cost-effectiveness analysis, resource mobilization, strategic purchasing, national health accounts exercises,resource mapping).
- Experience working with governments in a technical advisory role,especially supporting legislature, advocacy material, research, or other communications materials for policymakers.
- Experience working with major donors, knowledge of funding cycles, and proposal development is preferred.
- Quantitative analysis experience and skills, especially experience using standard costing tools and developing costing exercises, are preferred.

ForLiberia, the range is $25,498 to $39,407 USD, depending upon experience doing an equivalent role. Please note that this compensation is subject to statutory taxes.
