Project Context and Scope

Under various IOM programmes, including migration management, reintegration, IOM requires qualified enumerators to support data collection activities among migrants, returnees, displaced populations, and host communities. Selected candidates will be included in an Enumerator Roster and deployed on a needs basis to support quantitative and qualitative data collection exercises.

Responsibilities

Tasks to be performed under this contract
           Data Collection Activities 
  • Conduct individual interviews (IIs), household surveys, and/or focus group discussions (FGDs) with migrants, returnees, and host communities.

  • Carry out face-to-face and/or remote data collection using structured questionnaires.

  • Conduct follow-up interviews where necessary to ensure completeness and accuracy of data.

  • Record observations relevant to the data collection process.

  • Support documentation of case studies and human stories when required.

  • Take high-quality photos (where consent is provided) to document activities.

    Ensure compliance with IOM guidelines and code of conduct during data collection 

  • Conduct interviews in the respondent’s preferred language to the extent possible.

  • Ensure confidentiality, informed consent, and data protection in line with IOM Data Protection Principles.

  • Respect the dignity, safety, privacy, and rights of all respondents.

  • Participate in enumerator training prior to each data collection round to ensure understanding of tools, methodology, and ethical standards.

    Other tasks

  • Coordinate with field supervisors and team leaders to plan daily schedules and assigned locations.

  • Submit completed questionnaires in a timely manner and ensure successful data upload.

  • Ensure the accuracy, completeness, and internal consistency of collected data.

  • Keep daily records of interviews conducted and areas covered.

  • Report any challenges, risks, or issues encountered in the field to the supervisor immediately.

  • Support communication with community focal points and local stakeholders as required, ensuring respectful and professional engagement.

  • Quality and completeness of collected data.

  • Timely submission of completed questionnaires.

  • Compliance with IOM ethical standards and data protection principles.

  • Effective coordination with field supervisors and adherence to fieldwork plans.

Duration of Consultancy Services: 

The enumerator's position is roster‑based. Successful candidates will be engaged for short‑term assignments depending on operational needs, and availability during specific data collection activities. 

Deliverables: Completed and validated survey questionnaires submitted via approved platforms. Daily or periodic progress updates, as requested by the supervisor

Qualifications

Required Qualifications and Experience

Education

  • Minimum completed secondary education (high school).

  • University degree or relevant training in social sciences, statistics, development, or related fields is an advantage

Experience

  • At least three years of experience in data collection, surveys, or field assessments.

  • Experience working with migrants, vulnerable populations, or humanitarian and development projects is an asset.

  • Experience with digital data collection tools is an advantage.

Skills

  • Good interpersonal skills, solid judgment/decision making, initiative and creativity;

  • Cultural and gender sensitivity.

Languages

For this consultancy, oral and written fluency in Tajik and Russian languages is required. Knowledge of Uzbek will be highly preferred.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
