I. Background:
UN Women, the United Nations entity dedicated to gender equality and the empowerment of women, is grounded in the vision of equality enshrined in the Charter of the United Nations. It works for the elimination of all forms of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In this context, decent employment for women is a critical lever to accelerate women’s economic empowerment, strengthen their participation in the labour market, and contribute to inclusive and sustainable growth. Across the Arab States region, persistent gender gaps in access to employment, working conditions, career progression and participation in high-potential sectors call for innovative, coordinated and partnership-based responses, particularly with the private sector.
The regional Surging Women’s Employment Flagship Initiative (SWEI) in the Green, STEM, and Care Economies (SWEI) seeks to increase women’s employment in the Arab States region by 5% by 2030. The initiative promotes innovative and collaborative approaches involving governments, international financial institutions, the private sector, UN agencies, civil society organizations and the media, with the aim of expanding decent employment opportunities for women, particularly in the green, STEM and care economies.
In Morocco, the implementation of this initiative takes place within the framework of the European Union-funded programme “Support to Women’s Employment in the Middle East and North Africa Region through Gender-Responsive Private Sector Development.” This programme constitutes a key component of the broader UN Women-led “Flagship Initiative Arab States – Surging Women Employment by 5% before 2030” and aims to strengthen private sector engagement in advancing gender equality, improving gender-responsive workplaces, and creating decent employment opportunities for women.
In this context, UN Women is recruiting a Private Sector Analyst to provide technical, operational and coordination support to the implementation of the Morocco chapter of the SWEI. The Private Sector Analyst will contribute to the effective management and implementation with a particular focus on strengthening transformative partnerships with the private sector, promoting gender responsive workplaces and identifying opportunities to increase women’s access to decent employment opportunities in the priority sectors of the initiative.
The Private Sector Analyst will work in close coordination with the UN Women Morocco country office team, as well as with the Regional Private Sector Specialist. Reporting to the Programme Coordination Analyst, the Private Sector Analystwill support the planning, coordination, monitoring and implementation of programme
activities, while ensuring alignment with the regional orientations of the SWEI and UN Women’s strategic priorities on women’s economic empowerment.
II. Scope of Work
1. Contribute to advancing the Women’s Economic Empowerment portfolio of the Country Office
• Provide technical support to the development and implementation of the Country Office’s Women Economic Empowerment portfolio, including through inputs to programme strategies, project proposals and new initiatives;
• Contribute to identifying strategic opportunities, partnerships and entry points to strengthen and expand UN Women’s work on women economic empowerment and private sector engagement
2. Provide technical support to programme implementation :
• Support the planning, implementation and monitoring of SWEI activities in Morocco;
• Contribute to the development of annual workplans, budgets and programme documents
3. Support private sector engagement and implementation of the WEPs
• Support the implementation of the SWEI Private Sector Initiative at national level;
• Provide technical support to Moroccan companies on the implementation of WEPs Principles 2 (increase women's employment), 5 (gender-responsive procurement), and 7 (transparent monitoring)
• Conduct company assessments and support the development of tailored gender action plans;
• Identify barriers to women’s employment in companies and porpose practical solutions to promote inclusive workplace practices;
• Support the engagement, onboarding and follow up of the new WEPs signatory companies, in coordination with the WEPs focal point;
• Organize national workshops, training sessions, and peer learning events for private sector actors.
• Identify opportunities for capacity building for companies.
4. Contribute to monitoring and reporting of the SWEI programme in Morocco:
• Monitor progress on programme activities, results and indicators;
• Provide inputs to quarterly reports, donor reports and other national and regional progress reports;
• Prepare updates on private sector engagement and WEPs implementation;
• Document case studies, good practices and success stories from Moroccan companies advancing women's employment
5. Support financial and operational management of the SWEI programme in Morocco:
• Monitor programme expenditures and budget implementation;
• Provide inputs to financial reports and budget revisions, as required;
• Support the efficient operational implementation of SWEI activities in Morocco.
6. Contribute to strengthening partnerships and opportunities for women’s employment
• Provide inputs to update the resource mobilization strategy of the Morocco CO; analyze and maintain information and databases; and update relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
• Ensure the development and implementation of a recruitment strategy for new WEPs signatories at national level as well as the onboarding of new WEPs signatory companies at national level, with a focus on large employers (1000+ employees) and companies in target sectors, in collaboration with the Morocco CO WEPs focal point;
• Map and engage companies, business associations, chambers of commerce, industry groups, financial institutions, IFIs to develop financing incentives, academic institutions and training centers to bridge skills gaps for private sector employment;
• Identify opportunities to connect women-owned businesses and women job seekers with private sector opportunities;
• Coordinate closely with the Regional Private Sector Specialist to ensure alignment with regional strategies and learning exchange.
7. Support capacity development, knowledge building, advocacy and communication efforts
• Organize advocacy events, training, workshops and peer learning sessions for private sectors actors;
• Identify capacity-building needs and opportunities for companies
• Contribute to the development of knowledge products, communication material and advocacy documents, including briefs and presentations, on women’s economic empowerment and private sector engagement.
8. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

V. Minimum Qualifications:
Education and Certification:
- Master’s degree or equivalent in business administration/management, finance, social sciences, international development, human rights, gender/ women’s studies, or a related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
Experience:
- At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
- Experience in providing advisory services to the private sector on recruitment practices, a focus on diversity, inclusion and gender parity is desirable.
- Experience in women’s economic empowerment issues, priorities and stakeholders in Morocco and/or the Arab States is required.
- Experience in providing capacity building to government stakeholders, private sector partners, Civil Society Organizations (CSOs) is desirable.
- Experience coordinating and liaising with government agencies and/or donors is desirable.
Languages:
- Fluency in French is required.
- Fluency in English is required.
- Knowledge of another official UN language is desirable (Arabic)
