What we do

Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence.

In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of the front line they are on.

We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.

Purpose

The Humanitarian Affairs Adviser serves as a strategic bridge between humanitarian operations and the political, legal, and policy environment of the Philippines and the wider region. The Humanitarian Affairs Adviser is responsible for analyzing conflict dynamics, humanitarian trends, and stakeholder positions; advise senior management on humanitarian diplomacy, protection concerns, and access; and support dialogue with government authorities, civil society, and international partners.

Accountabilities & functional responsibilities

  • Advice management on the political situation and on specific groups, actors, etc.
  • Develops and maintain contacts with authorities or other external interlocutor at various level independently.
  • Maintains/Leads ASEAN, Humanitarian Diplomacy and Policy.
  • Participates in the situation analysis and advise in decision making process of the delegation.
  • Monitors political, economic and other developments in the Philippines, identifies issues of relevance for the ICRC and advises the delegation accordingly.
  • Provides the delegation with environment scanning, including media and other information sources in a regular and timely manner.
  • Drafts independently analytical reports pertaining to the political environment and evolutions within the context of the Philippines.
  • Analysis the political landscape and elaborates independent profiles of key decision makers.
  • Follows up on ASEAN and other multilateral developments and advises the delegation accordingly and writes reports as needed.

Scope & impact


  • Shapes the design of the delegation's policy/humanitarian diplomacy objectives. Contributes to designing and achieving the ICRC's objectives in relation to policy/humanitarian diplomacy at the regional and global level.
  • Is in charge of the delegation's humanitarian affairs budget.
  • Participates in the annual planning and budgeting process (Planning for Results), leads on objectives for his/her portfolio and sets policy/diplomacy direction and monitors impact/outcomes. Determines work priorities related to the achievement of these objectives.

Relationships

  • Externally 
    • Maintains and develops the network of interlocutors involved in decision and policy-making processes in the Philippines of relevance to the ICRC including ASEAN, UN-HCT, and HD and Policy files
    • Participates in and represents the ICRC at different venues, events of relevance for the ICRC in the Philippines and in the region
    • Continuously develops the network of interlocutors involved in decision- and policy-making processes in the Philippines of relevance to the ICRC

Certifications / Education required

  • Bachelor’s degree in International Relations, Political Science, Development Studies, Social Work, or related field.
  • Master’s degree in Humanitarian Affairs, Disaster Risk Management, or Development Studies is an asset.

Professional experience required

  • 6-9 years of progressively responsible experience in humanitarian action or political affairs.
  • Field experience in disaster-prone or conflict-affected areas in the Philippines or Southeast Asia is an asset.
  • Experience working with UN agencies, humanitarian organizations, or donor organizations is an advantage.
  • Proven experience in cultivating networks and influencing others.
  • Solid understanding of national/regional relations and their interplay with humanitarian affairs.
  • Knowledge of multilateral organizations/fora/agencies and platforms.
  • Strong knowledge of humanitarian principles, international humanitarian law, and protection frameworks.
