Organizational Context and Scope

​​Under the overall supervision of theHead of Sub-Office (HoSO) in Cotabato, direct technical supervision of the National Project Officer (Engineering) in Cotabato City, and direct administrative supervision of National Migration Health Officer (MNCH) in Zamboanga City, the incumbent will support the implementation of migration health programming in Mindanao, particularly the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and Region IX in accordance with IOM’s polices, standards, and commitments. The incumbent is expected to work closely with Department of Health, Ministry of Health (MOH) – BARMM, and its provinces/cities, particularly Basilan, Sulu, and Tawi-Tawi, to ensure sustainable, safe, functional, and equipped health infrastructures and facilities that meets the national and international standards.

Responsibilities

  1. Support the implementation of project activities related to rehabilitation and improvement of health infrastructure and OpCen facilities, instalment of medical equipment and health Information, Communication, and Technology (ICT), in line with programme objectives, approved workplans, and technical guidance provided by supervisors.
  2. Assist in delivering basic orientation, coaching, and mentoring on the proper and sustainable use, routine maintenance, and basic troubleshooting of enhanced facility functions, as well as medical and ICT equipment provided under the project.

  3. Assist in the preparation and review of detailed and achievable workplans and activities at the field level, based on assessments, information verification or validation, and consultations with stakeholders.
  4. Collect, organize and compile data, and assist in the preparation of technical plans, construction documents, and bills of quantities (BOQs) informed by assessments and consultations with communities and local government counterparts.
  5. Work closely with the Supply Chain Unit to support cost-efficient delivery of construction materials, including tracking, following up and reporting on delivery status.
  6. Assist in identifying challenges and report implementation gaps and issues to the supervisor.
  7. Support the monitoring and reporting on compliance of construction and rehabilitation works, as well as the installation of medical and ICT equipment carried out by vendors/suppliers, with government regulations and standards—such as License to Operate (LTO), PhilHealth accreditation, Adolescent-Friendly Health and OpCen Facility standards, Infection Prevention and Control (IPC), building codes—and IOM standards at the field level.
  8. Assist in field monitoring of the functionality and utilization of enhanced facility functions, as well as installed medical and ICT equipment through regular visits and assessment of facilities.
  9. Support the preparation of progress and accomplishment reports—including before-and-after photo documentation—by collecting, compiling, and summarizing information and highlighting required follow-up actions.
  10. Support the integration of IOM standards, including Accountability to Affected Population (AAP), Prevention of Sexual Exploitation and Abuse (PSEA), Do-no-Harm, and Conflict sensitivity frameworks in coordination with project team.
  11. Undertake duty travels in support of the programme.
  12. Perform such other duties as may be assigned.

Qualifications

Education

  • Bachelor’s degree in Medical Engineer, Civil Engineering or a related field from an accredited academic institution with four years of relevant professional experience; or, 

  • High school diploma with six years of relevant professional experience;

  • Relevant accreditation/certification or formal training in areas related to health facility design, medical engineering, civil engineering, medical equipment installation, and ICT integration is a distinctive asset.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Technical proficiency in using Computer-Aided Design (CAD) software such as SolidWorks or AutoCAD, Program Evaluation and Review Technique (PERT) and Critical Path Method (CPM), and other project management platforms such as Primavera and Microsoft Project is highly desirable.

  • Familiarity with PhilHealth accreditation, DOH/MOH facility standards, OpCen and BEmONC standards, and international health facility guidelines is an advantage.

  • Experience supporting the implementation of infrastructure, health facilities, emergency operations center, or related programmes.

  • Experience supporting project activities in the context of pubic health settings. 

  • Experience in liaising with government counterparts, including those in LGUs, local and national line agencies and/or BARMM Ministries with relevant programs on shelter and settlement, and durable solutions.

Skills

  • Good data management and basic data analysis skills.

  • Good communication, reporting, and computer skills, including working knowledge of Microsoft Office applications.

  • With technical understanding of medical and ICT equipment used in primary health care, emergency response, and surveillance settings.

  • Ability to read and interpret technical drawings, specifications, and equipment manuals.

  • Strong familiarity with the context of BARMM and surrounding areas, knowledge of the issues and programs related to displacement solutions, shelter and settlement, recovery and rehabilitation is highly desirable.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English and Filipino is required (oral and written).

Desirable, working knowledge of any BARMM language.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
