Organizational Context and Scope

Under the overall supervision of the Director, Coordination Office for the Mediterranean, Chief of Mission for Italy and Malta and the direct supervision of the Officer in Charge seated in Rome the Project Associate (Outreach) will have the following duties and responsibilities in the framework of the AVRR project.

Responsibilities

  1. Assist in the implementation of the AVRR project, in accordance with IOM’s policies and standard operating procedures as well as donor requirements, in order to support access to AVRR for migrants unwilling or unable to remain in Malta can avail of AVRR, by assisting with outreach/ information dissemination, and other operational activities, as may be needed.
  2. Assist with communication and visibility activities specifically for the AVRR project activities. 
  3. Assist with outreach on AVRR among migrants in closed and open reception centers and in the community, and among the network of IOM’s partners and stakeholders in Malta, to disseminate information about AVRR and the services available under the project and support access of the target group to the scheme, by supporting the project managment with organizing and carrying out outreach activities. 
  4. Assist with the preparation, translation and dissemination of information materials and tools to inform the target groups about AVRR and the options available through the project. 
  5. Assist with sharing/uploading communication an visibility related products on social media. 
  6. Assist in identifying practical ways to disseminate information within migrant communities, diplomatic missions and NGO stakeholders. 
  7. Identify AVRR applicants in situations of vulnerability and work with  operations assistant and case workers, as needed, to support return and reintegration arrangements for vulnerable returnees, including persons with health-related needs, in liaison with relevant colleagues within the Mission  as well as IOM Missions in countries of transit and countries of origin. 
  8. Provide support, as needed, in the preparation of the project’s narrative and financial reports.
  9. Perform other duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • High school diploma with five years of relevant experience; or,
  • Bachelor’s degree or equivalent in International Relations or Social Studies from an accredited academic institution with three years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Relevant experience in migrants’ assistance. 

  • Experience in liaising with governmental and diplomatic authorities, international institutions and NGOs is considered an asset.

  • Experience in the field of protection of vulnerable persons. 

  • Experience in communication and outreach will be considered an asset.

Skills

  • Knowledge of migration related areas dealt with by the Organization.

  • Experience in international organisations/and or in the field of migration. 

  • Familiarity with the migration context in Malta and with movement-related operations is considered an asset.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English is required (oral and written).

Knowledge of Maltese, French, Arabic or any other languages is considered an asset.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
