Job Description

Under the direct supervision of the WASH Programme Manager and close collaboration with the National Programme Officer - WASH, the successful candidate will be responsible and accountable for coordinating the operation and maintenance (O&M) of WASH facilities conducted by the Implementing Partners (IPs) and monitoring the construction of Water and Sanitation infrastructures. S/he will also be responsible for technical/administrative guidance and support to Project Assistants and IPs working in different camps. This position will be based in Cox’s Bazar with extensive regular field movement across the seven IOM Ukhiya camps. 

Responsibilities

1.    Work together with the WASH Project Manager in developing the detailed implementation plan and accordingly implement the WASH activities of the assigned project in the targeted refugee camps. 
2.    Provide support to the WASH Project Manager in developing WASH Standard Operating Procedures (SOPs) specifically for the implementation of the assigned project activities.
3.    Coordinate smooth implementation of WASH project activities at the field level with IOM and IP, Protection, Shelter/NFI and Site Management Site Development (SMSD) teams involved in the assigned project. 
4.    Implement systematic monitoring and evaluation mechanism to capture real-time data and produce analytical reports with quantitative and qualitative progress towards the project targets, interpret WASH related data, specifically regarding water quality surveillance as appropriate, and propose recommendations or corrective measures to the WASH Program Manager.
5.    Monitor WASH infrastructures implementation and day-to-day O&M services, monitor the activity progress of the IPs, service quality, respond to the community complaints and feedback through the established mechanism and provide technical guidance for further improvement in coordination with the WASH Project Manager.
6.    Conduct regular field visits to project sites to monitor the progress of the activities, verify quality of work and provide the necessary feedback and guidance to the service providers/vendors and IPs to improve the quality of services
7.    Identify suitable sites for the construction of the WASH infrastructures jointly with the IPs and SMSD Unit and complete the required approval process before starting the installation. 
8.    Ensure that project interventions for WASH activities and construction are compliant with the Environmental and Social Code of Practice (ESCoP) and agreed SOPs for the specific project during the implementation of activities and delivery of services. 
9.    In coordination with Camp in Charge (CiC), camp focal agency and village disaster management committee, promote the participation of the beneficiary communities in the programme implementation and their commitment for future maintenance.
10.    Maintain effective coordination and liaison with WASH sector at Ukhiya camp level, DHPE, Upazila administration, Union Chairman and CiC to achieve programme objectives.
11.     Ensure that the project activity progress data is properly documented, financial and technical records are prepared and periodic reports are timely finalized for internal and external sharing.
12.    Support the coordination and management of communications with the field team, capture volunteers’ attendance, and process monthly remuneration.
13.    Maintain records of project files and documents related to Procurement, HR and Finance; and assist the WASH Program Manager in monitoring the financial aspects of WASH grants. 
14.    Liaise with IOM Procurement and Logistics unit for the follow-up of the procurement of materials and the delivery to the field offices in a timely manner. This could include processing advance and payment requests for field operations and corrective actions when necessary. 
15.    Monitor stock levels of the department’s prepositioned materials in log bases and ensure NFI distribution cycle creation and items released as per IP distribution schedule.
16.    Perform such other duties that may be assigned by the Programme Manager.
 

Qualifications

EDUCATION
•    University degree in Civil, Water or Environmental Engineering from an accredited academic institution with at least five years of relevant professional experience in a camp humanitarian setting; or 
•    Certified diploma with seven years of relevant experience. 
 

EXPERIENCE 
•    Previous work experience in managing large scale WASH interventions and community-based projects and working with local communities including corporations and other national entities
•    Previous work experience in project management with international humanitarian organizations, non-government organizations in a multi-cultural humanitarian refugee setting is an advantage
•    Expertise on environmental and social aspects and on occupational health and safety related to the implementation of the WASH programmes
•    Team-work oriented, capacity to work independently; personal commitment, efficiency, flexibility, experience in working effectively and harmoniously with colleagues from various cultures and professional backgrounds at all levels
•    Demonstrated ability to work well under pressure to meet deadlines
•    Strong coordination, monitoring & evaluation, analytical, project development, liaison and reporting skills
•    Excellent drafting and communication skills in English and Bengali is essential, proficiency in the local language is an advantage

•    Demonstrated experience in WASH participatory needs assessment, designing the appropriate sanitation technologies, preparing technical drawings, bills of quantities (BOQ) and proficiency in AutoCad
•    Strong capacity to facilitate KoBo-based monitoring systems including data collection, analysis and dissemination with stakeholders to improve service quality.  
•    Skills in the development of IEC materials focused on hygiene awareness and community mobilization
