Organizational Context and Scope
Under the general supervision of the Director, Coordination Office for the Mediterranean and Chief of Mission in Italy and Malta, the coordination of the Senior Programme Associate (Migration) and the direct supervision of the Project Coordinator, the Programme Associate provides programme support to the implementation and monitoring of AVRR activities, with a specific focus on AVRR counselling processes, protection-related issues and quality assurance.
Responsibilities
Support the supervisor in the implementation, monitoring and follow-up of project activities in line with approved workplans, indicators and donor requirements, and contribute to the collection, verification and consolidation of programme data for internal monitoring and reporting purposes, including the drafting of narrative reports, presentations and operational tools;
Support the organization and delivery of counselling training activities for AVRR staff , facilitate knowledge-sharing and exchange of practices among them, assist in addressing protection-related issues, contributing to the consistency and quality of counselling services in line with IOM standards, policies and project-specific SOPs and support the drafting and/or revision of counselling-related SOPs and operational guidance, if needed;
Support, under the guidance of the Project Manager, the drafting and revision of a training manual on AVRR counselling and related operational tools, tailored to the Italian context and aimed at supporting the training and operational deployment of AVRR staff at territorial level.
Support the Project Manager in the monitoring and follow-up of AVRR reintegration activities in coordination with relevant IOM Country Offices and partners, including the collection and review of reintegration-related information and contribution to the identification of challenges, good practices and success stories.
Support coordination with internal units, partners and relevant stakeholders on AVRR and related implementation activities.
Participate in meetings, workshops and technical discussions, including meetings with donors, as needed, and provide support on counselling and programme implementation matters.
Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
Bachelor’s Degree in Political Sciences, International Relations, Development Studies, Law, Social Sciences, including Languages, Social Work and Intercultural Studies or a related field from an accredited academic institution with three years of relevant professional experience, or
High school diploma with five years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
-
Experience in migration protection field, counselling or related fields, preferably within international organizations or complex project environments;
- Ability to work with minimal supervision while operating within established guidelines;
- Demonstrated experience in supporting programme implementation, monitoring and reporting;
-
Proven working experience in dealing with the Italian institutions at central and local level, civic society, and diaspora groups.
Skills
Knowledge of protection frameworks in the field of migration, counselling methodologies and ethical standards;
Experience in working with partners and stakeholders, including donor-funded project environments;
Strong organizational, drafting and analytical skills;
Personal commitment, efficiency and drive for results;
Intercultural competences;
Demonstrated proficiency with Microsoft Office applications, including Word, Excel, Access and PowerPoint as well as Outlook is required;

Excellent interpersonal and communication skills.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in Italian and English is required (oral and written).
Knowledge of additional languages is considered an asset.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
