Organizational Context and Scope

Under the overall supervision Senior Resources Management Officer (SRMO) in Jordan and direct supervision of the National Supply Chain  Officer; and, in collaboration with relevant units at CO, the successful candidate will be responsible and accountable will be responsible and accountable for supply chain activities, guided by Supply Chain Management (SCM) objectives to deliver quality goods/services to the beneficiaries at optimal  price and in a timely manner.

Responsibilities

  1.  Assist Supply Chain Officer overseeing implementation of procurement activities in the Mission within established internal control mechanisms. Ensure bidding process are done fairly, transparently and in accordance with the set rules and regulations under the IOM Procurement Manual and Instructions. 

  2. Coordinate and monitor supply chain activities related to property and asset management, warehousing, insurance coverage, Fleet and transportation. Identify challenges and provide recommendations.

  1. Implement proper control and monitoring procedures for the procurement and contracting processes; ensure the transparency and competitiveness of IOM bids analysis, and bidding and tendering processes. 

  2. Follow-up on status of purchase orders and keep project managers abreast of estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions. 

  3. Monitor and update information/database for vendor/contractor accreditation and evaluation process to ensure availability of pool of reliable vendors and contractors to address the needs of the Mission. 

  1. Organize and maintain proper procurement tracking and filing systems including contracts administration and update of the database. 

  2. Work with the programme management and provide expert guidance in preparing and issuing call for proposals and bidding documents for the tendering processes of the projects. 

  3. Draft and review contracts using the IOM contracts forms for procuring services and goods for the Organization. 

  4. Coordinate with and provide technical guidance and information to Project Managers regarding procurement and service requests and requirements, in order to consolidate overall mission procurement (or service) requirements and optimize purchasing power. 

  1. Coordinate processes for the establishment of LTA (Long term Agreements) for goods/works/services commonly needed by the office. 

  1. Plan and prepare procurement actions and analyse procurement requests, identify service providers, evaluate information regarding vendor’s performance regarding quality, prices delivery of equipment in respect of organizations best interests. 

  1. Coordinate with the Supply Chain Officer in planning of procurement processes and analyses of purchasing trends.

  1. Liaise and coordinate with the Global Procurement and Supply Unit (MSCU), Office of Legal Affairs (LEG) and other respective Units and Departments at HQ and RO level on all matters related to applying best practices and relevant administrative procedures. 

  1. Prepare and conduct RFQs, PRs and BASs receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with IOM rules and regulations. 

  2. Guide, coordinate and supervise the work of staff in the unit. 

  3. Perform any other related task as may be assigned. 

Qualifications

Required Qualifications and Experience

Education

  • University degree in Business Administration, Accounting, Logistics, Supply Chain Management or a related field from an accredited academic institution with five years of relevant professional experience; or
  • High school diploma with seven years of relevant professional experience
  • Certification in Procurement, Logistics or Supply Chain Management is an advantage

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in procurement and logistics and working with service providers and vendors;

  • Experience with asset management process; 

  • Experience working with IOM/UN Procurement and Logistics Rules and Procedures is an advantage

  • Experience working in an international organization in a multi-cultural setting an advantage.

  • Experience in training and coordinating teams 

Skills

  • High level of computer literacy

  • Ability to work with national and international institutions; 

  • Ability to prepare clear and concise report; 

  • Demonstrated ability to and exercise sound judgment;

  • Ability to supervise staff and coordinate administrative activities

  • Excellent communication and negotiation skills

  • Ability to establish realistic resource requirements to meet IOM needs

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
