1. SUMMARY


The Defence Policy and Planning (DPP) Division leads work in the NATO International Staff (IS) on the defence-related aspects of the Alliance’s fundamental security tasks at the political-military level. Within the DPP, the Defence Enablement & Logistics Section develops, facilitates and supports the development of high-quality professional political-military advice to NATO and national authorities on establishing and maintaining the strategic conditions to logistically support and sustain the Alliance's deterrence and defence posture. 
The Officer provides political-military advice on the Alliance’s enablement and logistics policies and planning. The incumbent supports NATO and Allied consultations across a number of committees, working in close coordination with NATO and national stakeholders to advance the Alliance’s strategic interests. They will also deputise the Head of Section, as appropriate.

2. QUALIFICATIONS AND EXPERIENCE


The incumbent must:
•    possess a university degree in a relevant field for the post; 
•    have at least 5 years of relevant professional experience in a civil-military environment;
•    have experience in coordinating, developing and analysing defence, policies, plans and concepts, including those related to logistics or related subjects; 
•    demonstrate good understanding of the Alliance’s key defence and security policy issues and of its political and military consultative processes; and
•    possess the following minimum levels of NATO’s official languages (English/ French): V (“Advanced”) in one; I (“Beginner”) in the other.

The following would be considered an advantage:
•    experience in executing similar work for a national, military or international organisation;
•    experience working on logistics and related matters within the commercial sector; and
•    have strong written and verbal communications skills.

3. MAIN ACCOUNTABILITIES


Expertise Development: Contribute to the development and ensure the coherence of the Alliance’s political and military approach to key defence and security policy issues related to enablement and logistics. Take into account enablement and logistics lessons identified and learned from the strategic environment in the development and implementation of policies, plans and concepts. 


Policy Development: Prepare studies, reports and conceptual and analytical papers addressing enablement and logistics issues, policies, plans and their interaction with defence policy and planning at the strategic level. Facilitate the implementation of high-level political and military guidance in the logistics domain across the NATO enterprise; and manage, coordinate and monitor its implementation and compliance. Track and ensure appropriate follow-up to decisions made by the North Atlantic Council and relevant Committees. 


Stakeholder Management: Drive the enablement and logistics agenda forward through the Logistics Committee. Coordinate political-military activities in support of Allied and senior NATO stakeholders. Contribute to the work of other senior NATO committees as appropriate, and ensure that their work is appropriately reflected in enablement and logistics matters. Guide and mentor colleagues and stakeholders, as appropriate. 
 

Perform any other related duty as assigned.

4. INTERRELATIONSHIPS


Reporting Line: The Officer reports to the Head, Defence Enablement & Logistics Section.
Interactions: The incumbent maintains a close working relationship with other Divisional and Section staff, as well as with other International Staff Divisions, the International Military Staff, NATO’s Strategic Commands, appropriate national logistics staff, and relevant external stakeholders.

6. CONTRACT

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.

Contract clause applicable:

In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.

The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.

NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.

Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates.  These circumstances are described in the IS directive on twin-graded posts.
