1. SUMMARY 
The Joint Intelligence and Security Division (JISD) has two main missions: to provide strategic intelligence to NATO HQ decision makers and to protect NATO’s personnel, information, and physical assets. JISD’s Intelligence pillar, comprised of both military and civilian personnel, is responsible for ensuring the situational awareness of the North Atlantic Council (NAC), the Military Committee (MC) and the senior-level decision-makers on strategic issues of concern. Its functional areas address intelligence analysis and production, intelligence policy, and intelligence capability development. JISD’s Security pillar is responsible for the overall coordination of NATO security among member Nations, NATO civil and military bodies as well as International Organizations and partner countries with which NATO cooperates. It is also responsible for the security of the NATO Headquarters (HQ), its personnel, information, physical assets, and for the protection of the Secretary General. 
Within the Protective Security & Emergency Service Branch (PSESB), the HQ Security Officer, is responsible for the application of NATO HQ Security Regulations. More specifically, they investigate incidents of misconduct and any security breach or infraction, and set rules, based on the NATO HQ Security Regulations, to prevent such incidents from occurring. In addition, they oversee the construction projects in NATO HQ and provide advice on security in construction and the set up around the site.
This position requires flexibility to work outside of normal working hours and travel occasionally, when requested.

2. QUALIFICATIONS AND EXPERIENCE
The incumbent must:
•    possess a university degree, or an equivalent level of qualification relevant to the position;
•    have a minimum of 5 years of experience in the implementation of security policies and the development of security procedures;
•    have experience in the conduct of security investigations;
•    possess excellent writing skills and be able to draft clear and concise reports, directives and procedural instructions; and
•    possess the following minimum levels in the official languages of NATO (English/ French): V (“Advanced”) in one and III (“Intermediate”) in the other.

The following would be considered an advantage:
•    experience in construction security and drafting of construction security plans;
•    experience in interpretation and application of security policies and development of local security procedures; and
•    knowledge of computer security and application of information access restrictions.

3. MAIN ACCOUNTABILITIES 

Expertise development: Assist and support the Head, HQ Security and Awareness, to implement all relevant security measures, including the enforcement of security regulations, and access management. Investigate and supervise corrective measures with respect to incidents of misconduct and any security breach or infraction. Propose and draft security procedures relating to NATO HQ in close collaboration with other colleagues within the NOS as well as the Security Authorities of the Host Nation to ensure that all matters are in accordance with NATO Security Policy. 

Project Management: Manage, monitor and supervise work projects to achieve successful results and contribute to issue resolution processes, taking corrective action as necessary. Adjust plans and respond to changes in requirements in a positive and flexible manner. Propose and follow the budgets, annual expenditure and financial resources to execute timely purchases and avoiding duplications. Ensure adequate equipment of tools and processes to carry out the Service’s basic function and that relevant information is accessible to users.

People Management: In close coordination with the Unit’s management, train and build a professional and motivated team. Provide mentoring, coaching and clear guidance on objectives, ensuring regular, fair and objective feedback. Identify opportunities to improve processes and working methods to enhance overall organisational efficiency. Advise on the professional education and training of all staff under their service.

Stakeholder Management: Ensure effective cooperation and maintain interaction with internal and external stakeholders for the timely implementation of security regulations and procedures for which PSESB is responsible. Coordinate the insertion of security clauses with stakeholders, particularly Procurement Officers, involved in contracts covering works performed on the NATO HQ.

Perform any other related duty as assigned.

4. INTERRELATIONSHIPS
Reporting Line: The HQ Security Officer reports to the Head, HQ Security and Awareness.
Interactions: The incumbent liaises closely with other team managers within PSESB, other JISD branches and units, such as the JISD Enterprise & Divisional Coherence Unit, Delegations, and the Missions and Divisional Security Officers for day-to-day matters.

6. CONTRACT

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.

Contract clause applicable:

In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.

The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.

NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.

Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates.  These circumstances are described in the IS directive on twin-graded posts.
