Law Enforcement Expert - Capacity building - Airports/Air Passenger Data

The international consultant will be in charge of planning and organizing capacity-building activities to be implemented as part of the overall strategy on the use and analysis of API/PNR data for law enforcement purposes, including detailed workplans, estimated budget and identification of experts (trainers/mentors). More specifically, the international consultant will be responsible for the following tasks: A. Trainings • Coordinate the design of training curricula, training relevant materials, and agenda as per the below deliverables • Provision of the training materials (PowerPoints and other relevant training related documents) • Active participation in the delivery of the training for the selected agencies mentioned in the project (in-person and/or online). • Deliver capacity-building assistance on specialized aspects of the use and analysis of API/PNR for law enforcement purposes to governments, in particular staff of Passenger Information Unit (PIUs) as well as other relevant law enforcement agencies and entities, with the support of relevant experts in specialized areas including training, on-the-job mentoring and train-the-trainer training. • Initiate, develop, coordinate or contribute to training materials to support and sustain programme/project goals and outputs. Identify possible e-learning tools on related issues and provide training on the use of such tools. B. Passenger Information Unit (PIUs) visits • Lead organizational studies study and/or exchange visits with Member States that already have functional and operational PIUs and facilitate short-term deployment of experts to newly established PIUs (online and in-person) • Allow a better understanding of the structures, models, sizes, and processes of establishment of other PIUs based on the roadmap, to agree on the funding, staffing and stakeholder management to ensure commitment and support on all relevant levels in each Member State, as well as in the institutional positioning of PIU • Identify experts to contribute to extend the Program’s Pool of Experts • Reach out to additional operational PIU’s to create opportunities for cooperation and further globalize the network of partner PIUs (extra-EU in priority, to align with the extension of the Programme geographical scope to the MENA and South-eastern regions) • Update the PIU visit tracker accordingly C. Operational working groups • Review current capacity-building needs of Member States in terms of API/PNR, in coordination with the Law Enforcement Expert (Airports/Air passenger data) and organize Operational Working groups accordingly (online and/or in-person, when back-to-back with trainings and/or PIU visits) • Supporting national authorities in establishing their PIUs through direct engagement with the operational working group • Organize sessions to facilitate an exchange of best practices and lessons learned among Member States. • Assist Member States in drafting operational documentation (Terms of Reference, Standards of Procedure

The United Nations Counter-Terrorist Travel Programme (CTTP) is a flagship initiative spearheaded by the UN Office of Counter-Terrorism (UNOCT), implemented in partnership with UN Counter-Terrorism Executive Directorate (CTED), UN Office on Drugs and Crime (UNODC), International Civil Aviation Organization (ICAO), UN Office of Information and Communication Technology (OICT), the International Criminal Police Organization (INTERPOL), and the International Organization for Migration (IOM). The CTTP assists Member States in building their capabilities to detect and counter-terrorists and serious criminals. This is achieved by collecting and using Advanced Passenger Information (API), and Passenger Name Record (PNR) data to improve the use of international databases, such as INTERPOL databases, with data relating to known and suspected terrorists and criminals, and enhance information exchange, in accordance with Security Council resolutions 2178 (2014), 2396 (2017), and 2482 (2019) and relevant privacy laws. The programme provides comprehensive assistance to Member States in legislative, operational, transport industry engagement, and technical areas. This includes the donation and deployment of the UN 'goTravel' software system. The Programme has been designed in accordance with human rights principles and UN policies in this regard. The Programme provides assistance to Member States (to date 66 member states have requested support from CTTP) across four key pillars of work; Pillar I provides legislative assistance. Pillar II supports the set-up of a Passenger Information Unit (PIU) to facilitate a passenger data single window. Pillar III provides support in establishing carrier engagement and connectivity. Pillar IV provides technical support and expertise for the ‘goTravel’ software. Purpose of the assignment: Set-up of a Passenger Information Unit (PIU) and to facilitate a passenger data single window, promoting the capacity to use an intelligence-led approach to conduct risk assessments, implement appropriate targeting measures, as well as identify, detect and intercept FTFs and other serious criminals, and to further support capacity-building activities, including training, drafting national standard operating procedures, and sharing of expertise.

An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree. Work Experience A minimum of seven (07) years of relevant professional experience in law, criminology, or another criminal justice field at both national and international levels is required Effective communication (spoken, written, and presentational) skills are required. Excellent interpersonal skills and ability to establish and maintain effective partnership and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender are required. Ability to plan own work, manage conflicting priorities and to use time efficiently is required. Work experience with the United Nations system or similar international organization is desirable Ability to organize and implement activities and outputs and the ability to maintain focus and pay attention to the necessary details is desirable

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another UN language is an advantage.
