Output 1: Planning and initial stakeholder engagement processes conducted, including development of the workplan, stakeholder mapping and initial coordination with key actors. Output 2: Systematization and structuring of the Intersectoral Committee, including mapping of roles, coordination flows, and preparation of technical inputs to support its institutional design and workplan. Output 3: Monitoring and reporting on the implementation of the Intersectoral Committee, including systematization of decisions, referrals and liaison processes. Output 4: Development of a monitoring framework for the National Policy, including indicators, data sources, information flows and strategic recommendations.

Duties and Responsibilities
Under the supervision of the Representative of UNODC in Brazil, the consultant will assist the project in activities related to the formulation of the National Policy for the Prevention of and Response to Intentional Lethal Violence against Children and Adolescents. The consultant will focus in particular on the establishment and operationalization of the Intersectoral Committee responsible for its implementation. The consultant will contribute to the drafting of key normative and technical instruments, including a proposed ministerial ordinance for the formal establishment of the Committee and its internal regulations. In addition, the consultant will foster articulation among ministries and key stakeholders, support the organization of coordination meetings, and ensure the preparation of technical documents and the systematic documentation of the Committee’s processes and decisions, by performing the tasks referred to in Section 5.
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in Anthropology, Public Health, Sociology, Public Policies, Social Policies, Human Rights or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • A minimum of 2 years of proven professional experience in areas related to public policies for children and adolescents, interinstitutional coordination, stakeholder engagement, or support to governmental committees or similar coordination mechanisms is required; • Demonstrated experience in drafting technical documents, preparing reports and systematizing information related to policy implementation or monitoring is required; • Knowledge of Microsoft Office tools, particularly Excel, Word and PowerPoint, or equivalent platforms such as Google Workspace, is required; • Experience in supporting interministerial or intersectoral articulation processes is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in Portuguese, including strong oral and written proficiency, is required. Knowledge of English is required. Knowledge of another United Nations official language is an advantage.
