The role will track key performance indicators, assess system use, identify implementation bottlenecks, and translate findings into practical corrective actions.The Officer will be based within the Ministry of Health and will work closely with the Health Information Systems and Digital Health teams, with technical support from the WHO Country Liaison Office. The role supports implementation of the Vanuatu Digital Health Strategy 2025–2030, which aims to modernize the health system through stronger health information systems, expanded digital health solutions, and improved data use for decision-making.The Ministry manages a growing portfolio of digital platforms, including DHIS2, EWARS, Go.Data, registries, dashboards, supply chain, telemedicine, and connectivity solutions. These systems generate important data across public health and clinical services but vary in maturity, integration, and routine use.In this context, the Officer will support routine performance monitoring, strengthen data quality feedback loops, identify priorities for improvement, and help ensure digital health investments are effectively implemented, continuously improved, and progressively transitioned toward full government ownership and sustainability.## Job DescriptionThe Digital Health Monitoring and Evaluation (M&E) Officer will work in a collaborative, multi-disciplinary environment across clinical services, public health programmes, digital health teams, and external partners. Key responsibilities include:#### DHIS2 Platform (Routine Reporting, VDI, NTD, TB, Malaria, NEIR, Program Dashboards, Vital Events, EWS)Monitoring- Track facility reporting rates, timeliness, and completeness across all DHIS2 modules. - Monitor program-specific indicators (immunization coverage, TB notifications, malaria incidence, NTD reporting). - Track NEIR utilization, defaulter tracking, and immunization follow-up performance. - Monitor civil registration linkage (birth and death notifications completeness and timeliness). - Monitor effective use of program dashboards by public health program managers. - Track early warning indicators for climate-sensitive diseases. Evaluation- Assess data use for decision-making at facility, provincial, and national levels. - Evaluate data quality improvements over time (before/after interventions). - Assess system integration and interoperability (e.g., DHIS2–Go.Data or CRVS linkage). - Evaluate government ownership (hosting, administration, and maintenance capacity). Improvement Actions- Identify underperforming facilities/programs and recommend corrective actions. - Support targeted user training and supervision based on M&E findings. - Validate configuration changes and workflow updates after implementation. #### Heartcare (NCD Registry – Web & Mobile)Monitoring- Track screening coverage, patient enrollment, and follow-up adherence. - Monitor use of mobile vs desktop tools across facilities. - Track clinical indicators (BP control rates, diabetes management trends) Evaluation- Assess continuity of care and patient tracking effectiveness. - Evaluate integration with broader HIS ecosystem (or lack thereof). - Assess provider adoption and usability challenges. Improvement- Recommend improvements to clinical workflows and data capture processes. #### Go.Data (Outbreak Investigation Modules)Monitoring- Track case investigation completeness, contact tracing timeliness, and follow-up rates. - Monitor data linkage between Go.Data and DHIS2 surveillance reporting. - Track response timelines during outbreaks. Evaluation- Evaluate effectiveness of outbreak response workflows. - Assess data completeness and case-contact linkage quality. Improvement- Identify bottlenecks in field data entry or reporting delays and recommend corrective measures. #### EWARS (Syndromic Surveillance)Monitoring- Track alert generation rates, timeliness of reporting, and signal detection. - Monitor facility participation and reporting compliance. Evaluation- Evaluate sensitivity and usefulness of alerts for early outbreak detection. - Assess response time from alert to action. Improvement- Recommend improvements in thresholds, reporting workflows, and alert validation mechanisms. #### WHOnet (Laboratory / Microbiology)Monitoring- Track laboratory reporting rates and completeness. - Monitor AMR (antimicrobial resistance) data trends and submission consistency. Evaluation- Assess linkage between lab data and surveillance systems (DHIS2/EWARS). - Evaluate data utilization for clinical and public health decisions. Improvement- Support improvements in data standardization and reporting workflows. #### Power BI Executive DashboardsMonitoring- Track progress, data quality, and usage by MOH Leadership and Provincial Health managers and administrators.<br> - Identify gaps in reporting, adoption, user activity, completeness, timeliness, and availability. Evaluation- Prepare concise findings and recommendations for the Digital Health Unit, technical groups, and governance committees. Improvement- Maintain issue log and corrective action tracker. #### TelemedicineMonitoring- Track teleconsultation and teleradiology uptake, frequency of use, and participating facilities.  - Monitor use, referral patterns, and patient follow-up after teleconsultations and teleradiology. Evaluation- Assess whether telemedicine reduces unnecessary referrals, delays, and patient travel. - Assess whether telemedicine contributes to improved access, timelier specialist advice, better referral decisions, and improved continuity of care.  - Identify technical, workflow, or training barriers affecting use. Improvement- Recommend practical improvements and escalate unresolved issues to the Manager Digital Health Unit. #### Starlink Implementation (Connectivity & Infrastructure)Monitoring- Track facility connectivity uptime and system availability. - Monitor usage of digital systems pre- and post-connectivity deployment. Evaluation- Assess impact of connectivity on system adoption, reporting rates, and timeliness. - Evaluate equity improvements for remote facilities. Improvement- Identify facilities with low utilization despite connectivity and recommend targeted support. #### Digital Literacy and Capacity BuildingMonitoring- Track training completion, attendance, and participant coverage by facility, province, and system.  - Monitor post-training system use to confirm whether staff apply the skills learned. Evaluation- Identify competency gaps, repeated user errors, and facilities needing refresher support.  - Recommend targeted coaching, refresher training, or updated user guides. Improvement- Escalate unresolved capacity gaps. #### mSupply for Supply Chain ManagementMonitoring- Track mSupply use, stock reporting, stock availability, stock-outs, expiry risks, and reporting timeliness across facilities.  Evaluation- Assess whether mSupply improves medicine visibility, stock management, ordering, distribution, and supply chain decision-making.  Improvement- Identify data quality, workflow, training, or connectivity issues affecting mSupply use and recommend corrective actions. #### Provide secretariat to the Digital Health Steering Committee, Data Management Subcommittee (DMS), Technical Management Subcommittee (TMS), and Project Steering Subcommittees.## Educational and experience requirements:### EducationEssential: University degree in public health, Health Informatics, Clinical Science, IT Systems Analysis, Information systems or related discipline.Desirable: Postgraduate qualification (master’s degree) in health information systems or digital health or related discipline.### ExperienceEssential:- At least five years of relevant experience in information systems, digital health, monitoring and evaluation, or health programme implementation.- Proven experience conducting routine data quality assessments and performance analysis across multiple systems, including identification of trends, gaps, and bottlenecks.- Hands-on experience in developing dashboards, monitoring tools, and analytical outputs (e.g., issue logs, performance reports, root-cause analyses).- Experience translating analysis into practical corrective actions, including system configuration updates, workflow improvements, SOP adjustments, and targeted user support interventions.- Experience working with government counterparts and multi-disciplinary teams, including clinical, public health, and IT stakeholders.
