Mission and objectives

UNCDF aims to ‘Leave no one behind in the digital era’. This strategy is based on over a decade of experience in digital finance in Africa, Asia and the Pacific. UNCDF recognizes that reaching the full potential of digital financial inclusion in support of the Sustainable Development Goals (SDGs) aligns with the vision of promoting digital economies that leave no one behind. The vision of UNCDF is to empower millions of people by 2024 to use services daily that leverage innovation and technology and contribute to the SDGs.

Context

General Assembly Resolution 2186 (XXI) decided to “bring into operations the United Nations Capital Development Fund as an organ of the General Assembly which shall function as an autonomous organization of the United Nations. The UN Capital Development Fund (UNCDF) assists developing countries, especially least developing countries, in the development of their economies by supplementing existing sources of capital assistance by means of grants, loans, and guarantees.

UNCDFs vision is to help mobilize and catalyze an increase of capital flows for SDG impactful investments to Member States to address the most pressing development challenges facing vulnerable communities in these countries and thereby contribute to sustainable economic growth
and equitable prosperity. As a Flagship Catalytic Blended Financing platform of the UN, UNCDF utilizes its unique capability in the UN system to deploy grants, loans and guarantees to crowd-in finance for the scaling of development impact. UNCDF focuses on where the needs are greatest, a deliberate focus and capability rooted in UNCDF’s unique investment mandate to support the achievement of the 2030 Agenda for Sustainable Development and the realization of the Doha Programme of Action for the least developed countries, 2022–2031.

As per its Strategic Framework, UNCDF works to deploy its functions as a hybrid development organization and development finance institution. UNCDF responds to Member States requests for assistance by providing targeted technical and financial advisory services on investments for development outcomes, designing bespoke financial structuring solutions, undertaking financial derisking of investments, and enhancing investment readiness of SDG aligned projects in partnership with private sector, UNOs, International and Local Finance Institutions, Development Finance Institutions as well as Foundations and Philanthropy, among others. UNCDF works to develop local financial systems, new markets and mobilize and crowd in capital from public and private sources. UNCDF is driven by a partnership mindset which enables it to deploy its different capital capabilities in highly tailored and responsive ways in order to mobilize investments flows from other sources, in particular from the private sector. By structuring transactions which are highly impactful but also recognize the need for multiplying the impact of its own capital, UNCDF seeks to position itself as a preferred partner for different stakeholders. UNCDF’s work is focused on three priority areas, including:

• SME Finance
• Sub-National Finance
• Digital Finance

UNCDF’s organizational set up includes an Investment and Implementation Division (IID), Investment and Finance Oversight Division (IFOD), Operations and Oversight Division (OOD) and a Directorate of the Executive Office. UNCDF staff and personnel are located in regional hubs based in Dakar (Senegal), Nairobi (Kenya) and Bangkok (Thailand) with sub-regional presence in a number of locations in the Caribbean and Pacific Regions. UNCDF is led by an Executive Secretary based out of New York, USA. Pursuant to General Assembly resolution 2321(XXII, para 1.a), the Administrator of the UNDP performs the function of the Managing Director of UNCDF. UNCDF is overseen by an Executive Board comprised of UN Member States.

Task description

UNCDF’s structure includes within the IID, a Strategic Funds Unit (SFU) to augment its capacity to deploy grants, loans, and guarantees to crowd-in finance for the scaling of development impact. The SFU is dedicated to developing and overseeing trust funds, in partnership with UN agencies and other partners, that deploy blended finance approaches to leverage investment and sustainable revenue streams to mobilize capital at scale, expand pipelines of investable solutions, and strengthen alignment with global climate, biodiversity, and SDG commitments. The SFU provides integrated secretariat services from its liaison office in Geneva Switzerland.

To facilitate the achievement of these objectives, UNCDF is seeking a Trust Funds Strategic Coordination Officer. Working under the direct oversight of the Strategic Engagement & Partnership Specialist, the selected volunteer will provide support to the following tasks:

1. Strategic Engagement Coordination: Support planning, logistics, and coordination of engagement activities to advance partnership and resource mobilisation objectives.

Duties include:
• Support planning, logistics, and delivery of events, forums, and high-level consultations, including agendas, briefs, coordination notes, and follow-up actions.
• Maintain and regularly update donor, partner, and stakeholder contact lists and engagement trackers.
• Draft meeting notes, correspondence, speaking points, and background materials for internal and external engagements.
• Assist with mission and travel planning, including preparation of itineraries, logistical notes, and briefing materials.
• Support coordination of webinars, workshops, and outreach activities in collaboration with internal and external partners.

2. Initiative Development and Research Support: Contribute to research, drafting, and coordination efforts that inform strategy and pipeline development.

Duties include:
• Conduct desk and background research on emerging finance trends, partnership opportunities, and funding mechanisms.
• Contribute to drafting and formatting of concept notes, strategy papers, proposals, and presentations.
• Support development of consistent messaging across outreach materials, reports, and products.
• Coordinate inputs from UNCDF corporate, country, and UN partners to ensure inclusive conceptualization and design, as well as alignment with organizational
objectives.
• Update and maintain work plans, budgets, trackers, and shared knowledge tools to support planning and reporting.

3. Resource Mobilisation Coordination and Tracking: Support coordination and documentation of donor outreach, proposal development, and funding follow-up processes.

Duties include:
• Assist with preparation of donor correspondence, briefing notes, and speaking points.
• Contribute to development of funding proposals, pitch decks, and advocacy packages tailored to specific partners.
• Track donor opportunities, funding trends, and follow-up actions on pledges and commitments.
• Maintain accurate records of partner interactions, negotiations, and contributions to ensure institutional continuity.
• Support monitoring of progress against set resource mobilisation targets and provide regular updates on engagement outcomes. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work.

As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Outputs:

• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
