The IRC initially operated in the oPt from 2009 to 2015 and resumed operations after October 2023 to respond to urgent humanitarian needs in Gaza and to the escalating violence in the West Bank. The IRC’s response in the oPt draws on our global experience and expertise in emergency response, as well as our longstanding presence in the Middle East and North Africa region. The IRC operates in the oPt through a dual approach: Partner-led Response: as a priority, the IRC collaborates with local organizations to ensure a community-driven response, leveraging local knowledge, capacities, and networks. We also partner with INGOs to complement the response efforts, creating a balanced approach that combines local ownership with global expertise.  These Partnerships include integrated interventions across Basic Needs, Health & Nutrition, Protection, Water, Sanitation, and Hygiene (WASH), and Early Childhood Development (ECD).  Direct Implementation: The IRC directly implements programming in: Water, Sanitation, and Hygiene (WASH), Nutrition, Child Protection (CP) & Women’s Protection and Empowerment (WPE).

 

Position Overview

Under the supervision of the Human Resources Officer, the Human Resources (HR) Assistant supports the effective delivery of human resources services and ensures that day-to-day HR and administrative activities are carried out in accordance with IRC policies, procedures, applicable labor laws, and HR best practices.

The position provides administrative and operational support across key HR functions, including recruitment, onboarding, personnel administration, payroll support, employee records management, learning and development, HR reporting, and compliance. The HR Assistant contributes to maintaining accurate HR documentation, ensuring confidentiality of employee information, and supporting positive employee experience.

The HR Assistant is responsible for escalating employee-related matters requiring guidance, approval, or intervention with the HR Officer and, where appropriate, the Senior HR Manager and P&C Coordinator.

Responsibilities

Recruitment and Onboarding

  • Support the recruitment process for national positions, ensuring IRC recruitment policies and procedures are consistently applied.
  • Coordinate interview logistics, candidate communications, and recruitment documentation as requested.
  • Support the HR Officer and Senior HR Manager in facilitating onboarding processes to ensure new employees receive the required information, documentation, and orientation.
  • Ensure personnel files are complete and onboarding documentation is properly maintained.

Compensation & Benefits :

Payroll Support

  • Support the HR Officer in preparing payroll inputs and required supporting documentation for national employees.
  • Support the preparation and submission of documentation related to contractor payments.
  • Collect and compile information related to transportation allowances, overtime, attendance, and other payroll-related data.
  • Ensure payroll documentation is complete, accurate, and submitted within established deadlines.

Benefits Administration

  • Support the administration of employee benefits in accordance with IRC policies.
  • Assist in processing additions, amendments, and removals related to health insurance and other employee benefits.
  • Respond to routine staff inquiries related to benefits and entitlements and refer complex matters to the HR Officer.

Time and Attendance:

  • Support the HR Officer in monitoring employee attendance and timesheet completion.
  • Follow up with employees and managers to ensure timely submission and approval of timesheets.
  • Assist in processing leave requests and overtime records in accordance with IRC policies.
  • Support the HR Officer in maintaining accurate leave, attendance, and overtime trackers.
  • Provide first-level support to staff regarding attendance and leave-related inquiries.

Personnel Administration:

  • Maintain and update employee personnel files, both electronically and physically, ensuring completeness and confidentiality.
  • Assist the HR Officer in preparing employment contracts, amendments, confidentiality agreements, employment certificates, and other HR-related documentation.
  • Assist HR officer in preparing and extending service contracts for the contractor, based on contractor guidelines and communicating with program and finance on contractors related matters 
  • Process HR forms and personnel action requests in accordance with IRC procedures.
  • Support the maintenance and accuracy of employee records in Workday and other HR systems under the guidance of the HR Officer Senior HR Manager.
  • Monitor documentation requirements and ensure employee files remain compliant with IRC standards.

Learning & Development:

  • Maintain accurate employee training records.
  • Support the coordination and administration of staff training sessions, workshops, and orientations.
  • Maintain training trackers and support monitoring of mandatory learning requirements.

 

Reporting Support:

  • Support the HR Officer in maintaining HR dashboards, reports, and trackers.
  • Update and maintain staff leave and attendance reports.
  • Prepare and maintain HR documentation required for payroll, audits, finance, and management reporting.
  • Maintain organized records of HR correspondence and documentation.
  • Ensure administrative processes comply with IRC standards and local legal requirements.
  • Perform other duties of a similar nature as assigned by the HR Officer, Senior HR Manager, and P&C Coordinator.

 

Compliance and Employee Relations:

  • Support compliance with IRC policies, procedures, labor laws, and donor requirements.
  • Maintain confidentiality and security of employee information and records.
  • Escalate employee relations concerns, policy violations, and workplace issues to the HR Officer as appropriate.

Qualifications:

  • Bachelor’s degree in Human Resources, Administration, Public Administration, or a related field.
  • 2 years of relevant professional experience in Human Resources/ Administration in a similar position.
  • Experience in recruitment and personnel administration is an asset.
  • Previous experience working with an international NGO in a cross-cultural setting, preferably in the HR or Administration sector.
  • Strong interpersonal and communication skills.
  • Knowledge of local labor laws is a plus.
  • Good command of English and Arabic is required.
