Organizational Context and Scope

This role is responsible for supporting the country office information management requirements of the organization, facilitating the digital realization of strategic objectives and promoting knowledge exchange.  The incumbent will be actively involved in both the development and implementation of information management projects, training and adoption of digital products as well as advancing business intelligence and reporting initiatives.

Under the direct supervision of the Information Management and Technology Officer, overall supervision of the Head of Resource Management, and in close coordination with the Regional Information Management and Technology Officer and relevant central ICT units, the successful candidate will provide the necessary Information Management and operations in the Country Office.

Responsibilities

  1. Assist the development and maintenance of data systems and analytics, helping to ensure data integrity and provide insights for informed decision-making, including work on the mission's in-house software portfolio.

  2. Assist advising the mission in the best use of technology and incorporating process improvements to optimize and serve IOM operations. 

  3. Assist in the implementation and adoption of digital initiatives and solutions. 

  4. Incorporate Information security features by design in IM solutions developed at the mission level, to meet the IOM information security standards. 

  5. Aid in the collection of business requirements and the preparation of documentation, ensuring the creation of application designs that are efficient, scalable and optimized.

  6. Assist to develop and maintain codes from C#, .Net and software support like Microsoft Power Apps applications, portals, workflows and Services for business process automation using tools in compliance with the IOM systems architecture standards .

  7. Contribute to the creation and maintenance of reliable documentation (i.e. SOP kits) to track software development portfolio including applications, business rules, database design, troubleshooting, user and technical manuals, and application installation and code deployment.

  8. Support the design and development of Kobo forms tailored to each programme’s specific needs, including form logic, validation rules, key indicators, and multilingual support.

  9. Keep track of existing and mission applications and identify opportunities for performance enhancement through collaboration with business stakeholders 

  10. Participate in the piloting, testing and implementing innovative solutions to meet mission business requirements.

  11. Provide guidance and training to new staff, ensuring their integration into the team and equipping them with the necessary skills and knowledge for the development and use of IM systems. 

  12. Perform other related duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • Bachelor's degree in computer science, Information Management, or a related field or other related technical fields from an accredited academic institution with three years of relevant professional experience, or

  • Completed High School degree with five years of relevant professional experience.

  • Specialized formal training on IT systems, business software (Microsoft Office) and web-based applications or other relevant industry certifications is an advantage. 

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in developing and deploying n-tier web-based applications using C#, .NET and software support and maintenance processes.
  • Knowledge of Relational Database Data analyses and reporting; of modular and scalable systems, and software development lifecycle.
  • Experience in Application Development, or similar software development methodologies.
  • Experience in administering SQL database servers and/or using SQL queries and T-SQL programming.
  • Familiarity with Microsoft SharePoint, Power Apps, Apower Automate and Power BI its web parts and creating workflows is an advantage.
  • Excellent writing and communication skills in English are a distinct asset. 
  • Experienceinworkinginaninternationalorganization.

Skills

  • Ability to create mock-ups, application prototypes and test integrations; 

  • Knowledge of integrating security in application development

  • Ability to work in a team environment; able to initiate and manage group studies to learn more about supporting the current infrastructure; 

  • Ability to present ideas in a user-friendly language to non-technical staff and end-users' knowledge of an issue-tracking system an advantage;

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English is required (oral and written).

DESIRABLE

Working knowledge of Arabic is an advantage.
