Purpose
The Finance Officer is responsible for maintaining the local currency cash box and, where applicable, petty cash in foreign currencies. He/She is also responsible for analyzing accounting records and financial reports of the Sub-Delegation or other structures under his/her responsibility, preparing the daily cash statement (including cash float and pending items), and submitting it to the Finance and Administration Manager for review and signature. It is essential that he/she receives adequate training in cash handling and banking procedures.
Accountabilities & functional responsibilities
- Responsible for the daily petty cash, maintains the cash limit.
- Assures that the petty cash drawer and box is always kept locked.
- Ensures the smooth running of operations through efficient cash-flow management, covering the needs of the Sub_Delegation.
- Consolidates monthly cash forecasts from departments and submits them to the Finance and Administration Manager for review and validation.
- Monitors departmental cash requests versus actual spending and sends reminders in cases of significant discrepancies.
- Participates in monthly and annual closing processes, including processing adjustments when required.
- Prepares regular financial and accounting reports.
- Prepares monthly reconciliations of balance sheet accounts and drafts quarterly balance sheet confirmations.
- Assists the Supervisor on Annual Budget preparation and on quarterly report on financial situation.
- Prepares, reviews, and uploads accounting records in the designated platform in compliance with Financial Shared Services deadlines.
- Upholds and enforces all internal financial policies, procedures, and controls (e.g., procurement, expense approvals, segregation of duties).
- Identifies and recommends improvements to financial control systems and processes to strengthen risk mitigation and operational efficiency.
- Supports cash and bank operations, including payment processing and cash flow monitoring.
- Maintains and develops his/her network of Partners.
- Performs finance focal person in the absence of site Finance and Administration Manager.
- Scans finance-related documents and upload into designated platform.

Certifications / Education required
- Bachelor’s degree in finance, Accounting, Business Administration, or equivalent vocational training in accounting.
- Minimum 5 years of relevant professional experience in accounting or financial management.
- Professional certification such as CPA, ACCA, or equivalent is a strong asset.
- Strong analytical skills, high level of accuracy and attention to detail. Strong knowledge of accounting principles and financial reporting standards.
- Proficiency in Microsoft Office, particularly Excel
- Very good command of English (written and spoken)
- Previous experience in the humanitarian sector in national or international contexts is considered an asset.
